Functional Lead, Business Analyst – Federal Oracle Projects, G-Invoicing Implementation

This is a fully remote position, open to applicants in United States.

📋 Description

• Organize and lead stakeholder workshops across financial management, receivables, budget, and systems support sectors.

• Record functional and technical requirements while maintaining the Requirements Traceability Matrix throughout the deployment phase.

• Align departmental business processes with standard Oracle functionalities and generate fit-gap analyses.

• Keep a detailed decision log for any proposed extensions beyond the supported configuration.

• Establish the business taxonomy for Oracle Projects, which includes project types, templates, hierarchies, expenditure types, organizations, agreements, transaction sources, and status controls.

• Create Business Process Documentation and Functional Design Documents.

• Develop comprehensive scenarios for cost capture, corrections, transfers, reimbursable setup, funding controls, billing, Receivables integration, revenue recognition, reconciliation, and closure.

• Direct the design and execution of user acceptance testing.

• Assist in designing role-based training and user documentation for approximately fifty end users.

⛳️ Requirements

• U.S. citizenship is required (no exceptions or waivers).

• A Bachelor's degree in information systems, business, accounting, or a related discipline is necessary.

• At least eight (8) years of experience in business analysis and the implementation of functional ERP or financial systems.

• A minimum of two (2) years of experience with the Oracle E-Business Suite Federal Financials.

• At least two (2) years of experience in implementing Oracle Projects.

• Proven hands-on experience in configuring Oracle Projects, including project and task structures, expenditure types, cost distribution, agreements and funding, billing, and revenue.

• Demonstrated skills in requirements analysis, business process mapping, and both technical and functional documentation.

• Experience in personally creating requirements traceability matrices, process documentation, functional design documents, and fit-gap analyses.

• Resume must clearly outline start and end dates, employers, agencies/clients, and how each requirement is fulfilled.

• Oracle certification is preferred.

• Experience in configuring Oracle Project Costing and Project Billing in a Federal reimbursable setting is desired.

• Knowledge of mapping Federal accounting code structures to Oracle AutoAccounting rules is preferred.

• Experience in facilitating fit-to-standard workshops is desirable.
