This is a fully remote position, open to applicants in Alaska.
• Assist NOAA Fisheries, Alaska Region in assessing fishery disaster requests submitted under Section 312(a) of the Magnuson-Stevens Act.
• Evaluate requests for completeness and collaborate with state, tribal, and government entities.
• Analyze complete request packages in accordance with established policy methodologies.
• Compose decision memos to facilitate a determination by the Secretary of Commerce.
• Develop and sustain tracking tools, templates, databases, and filing systems for Alaska fishery disasters from declaration up to grant close-out.
• Provide program management assistance to the Regional Fishery Disaster Assistance Lead.
• Act as the primary contact for requesting entities from the initial receipt of requests through to final decisions and funding.
• Address inquiries and redirect out-of-scope issues to the Lead.
• Evaluate disaster requests against the necessary information outlined in MSA Section 312(a) and inform requesters of any missing or incomplete details.
• Alert the Lead when beginning the review process and communicate deficiencies via email.
• Draft and update decision memos using approved templates, incorporating the Lead's recommended decisions.
• Serve as the first point of contact for staff inquiries during both Headquarters and Region clearance processes.
• Create an annotated template for Alaska fishery disaster requests for use by requesters.
• Monitor websites of state, federal, and the Pacific States Marine Fisheries Commission for disaster-relief information.
• Compile annual reports on pending and approved Alaska fishery disasters.
• Formulate spend plans for leadership consideration.
• Submit monthly progress reports and invoices by the 15th of the following month.
• Proven experience in program planning and management within a team setting.
• Background in reviewing and assessing fundamental quantitative data, such as population size and basic economic data.
• Experience in policy analysis with the capability to evaluate specific data and information against required standards.
• Exceptional verbal and written communication abilities.
• Proficient in spreadsheet and word processing software, including current MS Office and Google Workspace (Google Office Suite) skills.
• Competence with online seminar tools such as Google Meet or Webex.
• Ability to adhere to established procedures to complete designated tasks.
• Must undergo a background investigation prior to starting work.
• Must be eligible to obtain a PIV/CAC and a NOAA email account.
• Experience in salmon management, including data analysis or management reports, is preferred.
