Federal Account Manager – HHS, DOW Sectors

This is a fully remote position, open to applicants in United States.

📋 Description

• Cultivate and enhance relationships within the Department of Health and Human Services (HHS) and the Department of War (DOW).

• Oversee account opportunities across FDA, CMS, NIH, DHA, and other key agencies.

• Broaden ICA’s presence in data science, advanced analytics, software development, and the generation of real-world evidence.

• Identify potential challenges and needs of clients.

• Transform client requirements into viable funding concepts.

• Manage client relationships and foster account expansion.

• Assist in capture and proposal efforts.

• Conduct market analysis and competitive intelligence.

• Engage effectively with internal technical experts and agency stakeholders.

• Deliver presentations to both technical and non-technical audiences.

• Shape the daily capture process and convert leads into successful contract awards.

⛳️ Requirements

• A minimum of 5 years of experience in federal business development, capture, or account management.

• Direct experience with HHS.

• Knowledge of federal procurement processes, contract vehicles, and the proposal lifecycle.

• Ability to read and interpret RFIs, RFPs, and sources sought notices.

• Capability to translate procurement insights into effective capture strategies.

• Strong skills in building relationships with government stakeholders and internal technical teams.

• Exceptional written and verbal communication abilities.

• Comfort in presenting to both technical and non-technical audiences.

• Familiarity with health data, claims analytics, or real-world evidence markets.

• Existing connections within FDA, CMS, NIH, and DHA.

• Knowledge of RWD data sources and stakeholders, including Sentinel Operations Center, NESTcc/MDEpiNet, ResDAC, and claims/EHR vendors.

• Experience with OASIS+ or similar large IDIQ vehicles.

• Bachelor’s degree in public health, health policy, business, or a related field (advanced degree is a plus).
