This is a fully remote position, open to applicants in United States.
• Offer specialized regulatory and compliance assistance to NAVSEA Systems Commands (SYSCOM).
• Supervise field activity adherence to Federal, state, municipal, and Navy regulations concerning air quality and tanks.
• Provide expert guidance on Clean Air Act and POL/tank compliance matters.
• Address urgent compliance challenges related to Clean Air Act or POL/tank management requirements.
• Interpret regulations and conduct technical reviews of environmental permits and their conditions.
• Evaluate compliance with permit conditions, including Title V applicability and marine coating standards.
• Conduct training on VOC approval analysis, emission factor determination, air emissions, NESHAP/NSPS applicability, and tank compliance.
• Offer regulatory interpretation for NESHAP/NSPS concerning Shipbuilding and RICE requirements.
• Review ATC and PTO applications, including assessments of new Title V applicability.
• Assist with IG audit findings for tank systems by investigating secondary containment, NFPA tank labeling, SPCC plan compliance, and tank equipment requirements.
• Diagnose environmental issues related to Clean Air Act media or POL/tank management.
• Submit supporting data and metrics, and produce written reports for stakeholders, customers, and CACI leadership.
• Execute additional duties to support contract tasks and achieve mission success.
• Must be a United States Citizen.
• Capability to obtain a DOD Interim Secret security clearance before starting, and subsequently a final DOD Secret security clearance.
• Background in environmental engineering, environmental protection, biology, general engineering, tank compliance, or Clean Air Act compliance.
• A minimum of 8 years of experience in Clean Air Act or POL/tank environmental compliance.
• Proficiency in interpreting Federal and state environmental regulations and assessing environmental permits.
• Ability to provide training on air compliance subjects such as VOC analysis and emission factor determination.
• Experience in evaluating NESHAP/NSPS applicability and reviewing ATC/PTO permit applications.
• Competence in researching and assessing tank compliance requirements, including SPCC, NFPA labeling, and secondary containment.
• Strong analytical skills and regulatory interpretation abilities.
• Capability to work remotely and swiftly respond to urgent environmental issues.
• Excellent customer service mindset along with strong written and verbal communication skills.
• Exceptional organizational skills to manage competing priorities, simultaneous tasks, and deadlines.
• Proficient in Microsoft 365.
• Active DOD Secret security clearance (preferred).
• Previous military or Navy environmental experience (preferred).
• Experience in supporting shipbuilding or industrial environmental compliance programs (preferred).
• Familiarity with Title V permitting, air emissions calculations, and tank/POL compliance frameworks (preferred).
