Emergency Management / Disaster Community Impact SME

This is a fully remote position, open to applicants in United States.

📋 Description

• Take the lead or provide support for disaster community impact studies and related emergency management/resilience evaluations for county and state clients.

• Develop and implement community impact methodologies, such as household and business surveys, stakeholder interviews, and synthesis of secondary data.

• Ensure findings align with FEMA/OHSEM or grant-program reporting frameworks where applicable.

• Create reports, recommendations, and presentation materials for emergency management leadership.

• Contribute content related to emergency management/disaster impact and past-performance narratives to AlphaGov proposals when authorized.

⛳️ Requirements

• Practical experience in emergency management, disaster recovery, or delivering community impact studies for public-sector clients.

• Capability to lead or assist in mixed-methods community impact assessments and client workshops.

• Comfortable working as a 1099/project-based collaborator, with travel required for client on-site visits.

• Previous experience with county OHSEM/homeland security/FEMA-funded assessments (preferred).

• Knowledge of Texas or large-county emergency management program environments (preferred).

• Relevant certifications (CEM, PEM, or similar) (preferred).
