Director, State Policy – Government Relations

This is a fully remote position, open to applicants in Iowa, +1 more state.

📋 Description

• Oversee a designated portfolio of state policy priorities and government relations activities in Iowa, Minnesota, and other states as determined by SPGR leadership.

• Create and facilitate the execution of aligned national and state policy positions and strategies that resonate with business and enterprise goals.

• Act as the enterprise-wide subject matter expert and take responsibility for designated state policy issues.

• Formulate policy platforms, principles, legislative language, background documents, research summaries, comment letters, testimony drafts, and talking points.

• Evaluate, predict, and convey legislative and regulatory changes and their effects to internal stakeholders and senior management.

• Design strategies to generate policy evidence by collaborating with consulting firms and academic institutions.

• Engage in trade association workgroups and represent Pfizer in policy coalitions, forums, and legislative hearings.

• Create strategies to sway the policy landscape and influence state policymakers, regulators, government officials, opinion leaders, and the general public.

• Track state legislation and regulations that influence Pfizer's policy priorities.

• Identify and evaluate emerging political and policy challenges.

• Develop and implement lobbying strategies.

• Work in partnership with Pfizer colleagues, contract lobbyists, and third-party stakeholders to fulfill legislative and regulatory goals.

• Oversee outreach and communication efforts directed at state and local policymakers.

• Supervise grassroots initiatives and political action programs while maximizing PAC and advocacy effectiveness.

• Plan and manage a budget in accordance with established guidelines.

⛳️ Requirements

• Bachelor's degree is mandatory; advanced degree is preferred.

• A minimum of 8 years of experience in state policy or a related field with a Bachelor's degree; 7+ years with a master's/MBA; 5+ years with a PhD, JD, or PharmD.

• Extensive experience in state healthcare policy and state government relations.

• Proven ability to assess legislative and regulatory proposals and convert them into actionable business and policy recommendations.

• Strong grasp of state government processes, healthcare policy, and political landscapes.

• Outstanding written and verbal communication skills, including experience in drafting policy documents and executive-level communications.

• Capability to cultivate effective working relationships with internal stakeholders, trade association partners, policymakers, regulators, and legislative teams.

• Ability to juggle multiple policy and state issue priorities across various jurisdictions simultaneously.

• Candidates must possess authorization to be employed in the U.S. by any employer.

• Permanent work authorization in the United States is required.

• U.S. work visa sponsorship is not available now or in the future.

• Ability to operate a Pfizer company vehicle.

• Travel requirements: 50% of the time.
