Director, State Policy – Government Relations

This is a fully remote position, open to applicants in Iowa, +1 more state.

📋 Description

• Oversee a specified portfolio of state policy priorities and government relations duties in Iowa, Minnesota, and other regions as designated by SPGR leadership.

• Create and facilitate the execution of unified state policy positions and strategies that align with business and enterprise goals.

• Act as an enterprise-wide subject matter expert and take accountability for designated state policy matters.

• Produce policy platforms and materials, such as policy principles, legislative texts, background documents, talking points, research summaries, comment letters, and testimony.

• Assess, project, and convey the implications of state legislative and regulatory changes.

• Formulate strategies to generate policy evidence through contracted resources, consulting firms, and academic collaborations.

• Engage in trade association workgroups and represent Pfizer in policy coalitions, forums, and legislative sessions.

• Track state legislation and regulations impacting Pfizer's priorities within the assigned regions.

• Identify and evaluate emerging political and policy challenges.

• Develop and implement lobbying strategies.

• Coordinate with Pfizer colleagues, contract lobbyists, and third-party stakeholders to meet legislative and regulatory goals.

• Oversee outreach and communications with state and local policymakers.

• Manage grassroots and political action initiatives.

• Enhance advocacy and public affairs efforts with internal and external partners.

• Plan and administer a budget within set guidelines.

• Collaborate across Business Units, Legal, Public Affairs, Federal Policy, Market Access, and Corporate Affairs.

⛳️ Requirements

• Bachelor’s degree is required; an advanced degree is preferred.

• At least 8 years of experience in state policy or a related field with a Bachelor’s degree; 7+ years with a Master's/MBA; 5+ years with a PhD, JD, or PharmD.

• Extensive experience in state healthcare policy and state government relations.

• Proven ability to analyze legislative and regulatory proposals and convert them into practical business and policy recommendations.

• Strong comprehension of state governmental processes, healthcare policy, and political landscapes.

• Excellent written and verbal communication skills, including experience in drafting policy materials and communications for executive-level audiences.

• Capability to cultivate effective working relationships with internal stakeholders, trade association partners, policymakers, regulators, and legislative staff.

• Ability to manage multiple policy and state issue priorities across various jurisdictions simultaneously.

• Demonstrated experience in both state policy strategy and analysis as well as state government relations.

• Experience in developing policy strategies and transforming legislative and regulatory analysis into clear, actionable recommendations.

• Experience directly engaging with policymakers, regulators, trade associations, and other external stakeholders.

• Ability to function effectively across policy development and state-level advocacy, including managing numerous issues and jurisdictions.

• Must be authorized to work in the U.S. for any employer.

• Permanent work authorization in the United States is required.

• U.S. work visa sponsorship is not available now or in the future.

• Ability to operate a Pfizer company vehicle.

• Travel expectation of 50% of the time.
