This is a fully remote position, open to applicants in Illinois.
• Direct Humana's advocacy initiatives, legislative affairs, and government engagement efforts throughout Illinois and designated regional markets.
• Promote legislative, regulatory, and business goals via strategic advocacy and stakeholder collaboration.
• Collaborate with Medicare, Medicaid, and market leaders to ensure alignment of advocacy efforts with growth and operational targets.
• Establish and nurture relationships with legislators, regulators, Medicaid agencies, Departments of Insurance, and other essential stakeholders.
• Track, identify, and escalate emerging policy, legislative, and regulatory changes.
• Propose strategies to minimize risks and capitalize on opportunities.
• Work in conjunction with policy, legal, compliance, communications, and business teams to synchronize advocacy initiatives.
• Oversee external consultants, lobbying firms, trade associations, and advocacy partners.
• Provide timely policy insights and recommendations to senior management.
• Develop and implement strategies for stakeholder engagement, coalition-building, and political involvement.
• Enhance Humana's reputation and influence.
• Engage in regular travel across Illinois and occasionally within the designated region.
• Must reside in Illinois, preferably in or near Springfield, IL; candidates from the Chicago metropolitan area will also be considered.
• Willingness and ability to travel frequently throughout Illinois, including regular travel between Chicago and Springfield, and occasionally within the assigned region.
• Bachelor's degree in Public Policy, Political Science, Health Policy, Communications, Business, or a related discipline.
• A minimum of 8 years of progressive experience in government affairs, state government, public policy, lobbying, healthcare advocacy, legislative affairs, or similar fields.
• Demonstrated success in influencing legislative, regulatory, or public policy outcomes through strategic advocacy and stakeholder engagement.
• Strong comprehension of state legislative and regulatory processes and their implications for healthcare and business operations.
• Experience in developing and maintaining relationships with government officials, policymakers, regulators, and industry stakeholders.
• Excellent verbal, written, and presentation skills, including the ability to convey complex policy matters to diverse audiences.
• Ability to thrive in a highly matrixed, fast-paced organization and influence without direct authority.
• Knowledge of Medicaid programs and healthcare policies.
• Preferred: Master's degree in a relevant field.
• Preferred: Experience with healthcare policy, Medicare, Medicaid, managed care, or regulations related to health insurance.
• Preferred: Familiarity with Illinois Medicaid and the Illinois state government.
• Preferred: Established connections with Illinois policymakers, regulators, and healthcare stakeholders.
• Preferred: Experience managing external advocacy partners, including lobbying firms and trade associations.
• Access to home internet with a minimum of 25 Mbps download and 10 Mbps upload speeds.
• Capability to work from a designated area free from interruptions to safeguard member PHI/HIPAA information.
