This is a fully remote position, open to applicants in Malaysia.
• Lead and cultivate a unified team comprising sourcing specialists and HR generalists.
• Establish expectations, promote accountability, and nurture a culture of high performance.
• Collaborate with senior leadership to develop workforce strategies for global initiatives and secure facilities.
• Oversee complete sourcing execution for global, urgent hiring requirements.
• Align sourcing strategies with project production goals and staffing needs for secure facilities.
• Anticipate workforce and sourcing challenges and implement corrective measures to maintain hiring pipelines.
• Ensure HR practices adhere to local labor regulations, company policies, and contractual commitments.
• Keep precise records of employees and contractors for audits, assessments, and reporting purposes.
• Enforce HR policies specifically designed for secure environments.
• Onboard, manage, and ensure accountability of external sourcing vendors across various regions.
• Establish vendor performance indicators, monitor their effectiveness, and make necessary adjustments when outcomes do not meet expectations.
• Assess sourcing channels to enhance speed, scale, quality, and cost-effectiveness.
• Collaborate with site leaders, hiring managers, and HR teams in Canada, Romania, and India.
• Maintain ongoing communication across different regions.
• Implement sourcing and HR strategies set forth by senior leadership while identifying opportunities for continuous improvement.
• Utilize data, technology, and market insights to enhance sourcing and HR processes.
• Drive innovation in sourcing pipelines and HR operations.
• Monitor, analyze, and report on sourcing and HR performance metrics.
• Prepare KPI and workforce reports for senior leadership review.
• Ensure that sourcing and HR outcomes meet quality standards, compliance regulations, and client expectations.
• 12+ years of experience in sourcing, recruiting, or HR operations, with leadership responsibilities.
• Proven track record of managing high-volume recruitment and sourcing in dynamic environments.
• Extensive experience in managing external vendors and ensuring HR compliance across multiple regions.
• Demonstrated capability to deliver results under pressure while balancing operational and compliance needs.
• Exceptional problem-solving, execution, and decision-making abilities.
• Strong stakeholder management and communication skills, with the capacity to influence senior-level stakeholders.
• Experience in utilizing CRM/HRIS systems and workforce data for informed business decisions.
• Bachelor's degree in Business Administration, Human Resources, or a related field.
• Preferred: Experience in crowdsourcing, marketplace, or large-scale workforce models.
• Preferred: Comprehensive understanding of international labor laws and secure facility standards.
• Preferred: MBA or a relevant graduate degree.
• Preferred: Experience in supporting global or multiregional workforce operations.
