This is a fully remote position, open to applicants in Texas.
• Provide leadership across the enterprise for electrical and mechanical energy control initiatives throughout construction and commissioning operations.
• Develop, govern, and continuously enhance the Hazardous Energy Control Program (HECP).
• Lead the planning for MEP systems, energization, commissioning safety, and management of high-risk energy.
• Ensure adherence to NFPA 70E, OSHA regulations, LOTO standards, and controls for energized work.
• Establish technical authority, promote standardization, and enforce accountability for energization, testing, and system startup processes.
• Act as the primary escalation point for intricate energy control decisions and high-risk commissioning occurrences.
• Develop and sustain enterprise hazardous energy control programs.
• Implement standardized protocols for energization, LOTO, and commissioning safety across all projects.
• Define qualification standards and authorization procedures for Energy Marshals.
• Oversee enterprise-wide auditing and compliance systems.
• Collaborate with Commissioning Directors and MEP leaders regarding energization sequencing and startup strategies.
• Review and endorse first-time energization plans, complex system releases, and commissioning Method of Procedures (MOPs).
• Ensure SafeState verification is completed prior to system energization.
• Manage temporary power installations, primary injection and hi-pot testing, switchgear and bus energization, and the pressurization and startup of mechanical systems.
• Lead and advance the enterprise-wide Energy Marshal Program.
• Directly supervise Energy Control Health, Safety, and Environment (HSE) Managers and Senior Energy Marshals.
• Approve certifications and field authorizations for Energy Marshals.
• Establish annual competency validation and technical standards.
• Integrate Energy Control requirements into planning for High-Risk Activities.
• Participate in four-week look-ahead reviews.
• Oversee the Energy Risk Register.
• Ensure that direct controls are properly defined and validated prior to the release of energy.
• Promote the reduction of electrical and mechanical Safety Incident Frequency (SIF) exposure.
• Develop key performance indicators (KPIs) related to energy control and conduct incident investigations and root-cause analyses.
• Lead quarterly audits concerning energization events and LOTO compliance.
• Host enterprise-level energy safety summits or technical forums.
• Facilitate the integration of lessons learned across projects and campuses.
• Advocate for a philosophy of 100% direct control in place.
• Reinforce the authority to stop work for Energy Marshals.
• Mentor HSE and operational leaders.
• Champion SafeState prior to energization.
• Provide technical thought leadership throughout the organization.
• Bachelor’s degree in Engineering, Construction Management, Safety, or a related field (or equivalent experience).
• Over 10 years of experience in electrical construction, commissioning, or mission-critical environments.
• More than 7 years of experience leading high-risk electrical and mechanical energy control programs.
• Extensive technical knowledge of NFPA 70E.
• Extensive technical knowledge of Lockout/Tagout (LOTO).
• Extensive technical knowledge of electrical testing and commissioning.
• Extensive technical knowledge of energization sequencing.
• Extensive technical knowledge of protective coordination and arc flash analysis.
• Proven leadership in managing multi-site or campus-level operations.
• Preferred: Certified Electrical Safety Compliance Professional (CESCP).
• Preferred: Certified Safety Professional (CSP).
• Preferred: Licensed Professional Engineer (PE) or Master Electrician.
• Preferred: NETA Certification (Level III or IV).
• Preferred: OSHA 500 or an equivalent instructor-level certification.
