Director, CMS & HHS Business Development

This is a fully remote position, open to applicants in District of Columbia, +2 more states.

📋 Description

• Develop and implement Agile Six's market strategy for CMS/HHS.

• Maintain a comprehensive understanding of CMS centers and offices, key decision-makers, modernization priorities, acquisition patterns, contract vehicles, incumbents, and emerging opportunities.

• Convert market intelligence into prioritized investment and pursuit strategies.

• Expand the strategy into related HHS and health IT opportunities.

• Foster trusted relationships with government leaders, industry partners, primes, and stakeholders throughout CMS and HHS.

• Represent Agile Six at industry events, conferences, and discussions with partners.

• Identify opportunities early enough to influence solutions and acquisition strategies.

• Build and sustain a disciplined, qualified pipeline.

• Provide pursue/no-pursue recommendations aligned with strategic fit, win probability, delivery alignment, and potential impact.

• Connect pipeline planning with organizational forecasting and Market Development priorities.

• Collaborate with delivery teams to comprehend existing work, client needs, lessons learned, and opportunities for expansion.

• Integrate delivery expertise into opportunity shaping and align proposed work with Agile Six's capabilities.

• Develop teaming, subcontracting, and joint-venture opportunities.

• Lead or assist in negotiations with strategic partners and teams.

• Collaborate with Communications, Proposals, Delivery, Finance, Contracts, and company leadership.

• Utilize AI-enabled tools for research, market mapping, pipeline analysis, competitive intelligence, and opportunity development.

• Contribute to shared Market Development practices, tools, intelligence, and strategy.

• Enhance developing market-development systems and practices.


⛳️ Requirements

• Extensive experience in business development, market development, partnerships, or a comparable strategic role in federal technology, digital services, or consulting.

• In-depth familiarity with the CMS ecosystem, including the operational dynamics of its centers, procurement of technology services, and the vehicles, partners, and incumbents influencing the market.

• Working knowledge of the broader HHS landscape.

• A well-established network within CMS and/or among organizations that extensively collaborate with CMS.

• Exceptional relationship-building and communication skills, with a proven ability to translate relationships and market insights into significant outcomes.

• Experience working collaboratively across delivery, contracts, finance, proposals, and/or other business functions.

• Capability to evaluate opportunities strategically rather than merely maximizing pipeline volume.

• Proficiency in using AI-enabled tools in your work, with sound judgment regarding the areas where human expertise and context remain crucial.

• Comfort in navigating a small, evolving organization where systems and processes may still be under development.

• Previous federal service at CMS or another HHS operating division is advantageous.

• Familiarity with navigating CMS/HHS procurement and acquisition environments is beneficial.

• Knowledge of joint ventures, SDVOSB/8(a) partnerships, set-aside strategy, and federal teaming is advantageous.

• Experience in health IT areas such as quality measurement, payment modernization, interoperability, or grants is beneficial.

• Understanding the connection between federal health programs and state-level implementation is beneficial.

• Must be authorized to work in the U.S.; visa sponsorship is not available.
