
Director, Capture and Proposals

This is a fully remote position, open to applicants in District of Columbia, +3 more states.
• Oversee V3Gate’s functions for capture, proposals, and pipeline development in both DoD and Federal Civilian markets.
• Manage the entire pursuit lifecycle, from identifying opportunities to submitting proposals.
• Create and enhance capture plans for qualified pursuits.
• Develop unique win strategies that align with customer needs and company strengths.
• Conduct analyses of competitors, plan customer engagements, and assess pricing strategies for successful outcomes.
• Organize gate reviews, teaming assessments, and pricing strategy evaluations.
• Record lessons learned to continually enhance capture operations.
• Provide insights on pricing strategies while final pricing authority rests with executive leadership.
• Directly supervise proposal managers, writers, coordinators, and subject-matter experts.
• Ensure proposal development adheres to compliance, quality, staffing, and timelines.
• Draft significant sections of proposals, including management, technical, past performance, and staffing components.
• Establish and enforce proposal processes, templates, tools, and collaboration systems.
• Recruit, train, mentor, and assess proposal team members.
• Lead color-team reviews and initiatives for quality improvement.
• Create and sustain a qualified CRM pipeline.
• Conduct market research to identify emerging opportunities and areas for strategic growth.
• Collaborate with business development and leadership to shape opportunities prior to RFP release.
• Monitor and report on pipeline metrics, win rates, and revenue impact.
• Maintain relationships with government customers, prime contractors, OEMs, and industry partners.
• Represent V3Gate at industry events, conferences, and partner engagements.
• Foster strategic teaming partnerships.
• Ensure adherence to FAR, DFARS, and internal policies.
• Collaborate with Contracts/Compliance on capture and proposal risk management.
• Maintain documentation that is audit-ready for major pursuits.
• Lead planning for annual capture strategy and initiatives to enhance proposal operations maturity.
• Standardize processes, tools, templates, and best practices.
• Enhance operational efficiency and scalability.
• Advise executive leadership on growth priorities and competitive positioning.
• Perform additional duties as assigned.
• Experience as a commodity reseller (Quotes, catalog items, RFQs, BPAs).
• Background in professional services proposals (technical volumes, staffing plans, past performance, management approach).
• In-depth understanding of federal acquisition processes (FAR, DFARS).
• Proven success in capturing and winning federal contracts.
• Strong expertise in proposal management, including compliance, scheduling, and quality control.
• Experience in leading and developing high-performing teams.
• Exceptional skills in building relationships, negotiation, and communication.
• Capable of providing pricing and strategy insights without final budget authority.
• Strong analytical and strategic thinking abilities.
• Must be legally authorized to work in the United States without employer sponsorship now or at any time in the future.
• Bachelor’s degree in Business, Marketing, Communications, or a related field.
• 8–10 years of experience in business development/capture management within government contracting, including direct experience managing a proposal or capture support team.
• Familiarity with market research tools (GovWin, Govly, FPDS).
• Experience with VAR and procurement systems (VarCommerce, Contraqer, or similar platforms).
• Remote-eligible position for residents of DC, MD, and VA only.
