This is a fully remote position, open to applicants in Florida.
• Create and uphold the Testing Strategy and Detailed Testing Procedures, which encompass the pre-approved technique catalog and engagement rules.
• Manage the traceability matrix that connects each test to its corresponding MITRE ATT&CK technique, NIST CSF subcategory, regulatory criterion, and anticipated telemetry source.
• Supervise emission, observation, and outcome reconciliation throughout simultaneous agency engagements.
• Evaluate findings and root cause classifications to ensure they are thorough and consistent prior to client delivery.
• Establish and enforce testing safety measures, which include risk ratings, rollback procedures, agency deconfliction contacts, and stop-work triggers.
• Act as the primary technical liaison for agency security and information technology personnel on a daily basis.
• Ensure that testing activities remain within the approved parameters and secure documented client authorization for any modifications.
• Assist in preparing executive and audit briefings related to testing methodology, results, cybersecurity risks, and findings.
• Support the Project Manager with program management duties and take on Project Manager responsibilities as needed.
• Report to the Project Manager and serve as the second-in-command for the program.
• Function as the technical lead for cybersecurity testing initiatives across multiple concurrent agency engagements.
• 3+ years of experience in cybersecurity consulting, assessments, audits, or security operations.
• Experience as a technical point of contact or in coordinating technical testing activities in at least one engagement.
• Experience contributing to the development of cybersecurity testing procedures, playbooks, or assessment methodologies.
• Familiarity with detection validation, purple team exercises, or security operations activities beyond compliance assessments focused solely on configuration.
• Proven experience in developing and maintaining cybersecurity testing procedures, playbooks, and evidence standards.
• Practical experience with penetration testing, configuration reviews, cloud assessments, or security control validation.
• Knowledge of detection engineering and SIEM effectiveness testing, including issues such as absent telemetry, dysfunctional log pipelines, missing detection content, alert tuning, and unsuccessful analyst triage.
• Acquaintance with MITRE ATT&CK, Atomic Red Team, or MITRE CALDERA frameworks.
• Experience in formulating risk-based testing plans aligned with NIST CSF control categories.
• Strong understanding of Active Directory, Windows security architecture, Microsoft Entra ID, major cloud platforms, identity management, logging, and monitoring technologies.
• Capability to coordinate technical activities across multiple agencies and testing environments simultaneously.
• Experience in crafting testing procedures, scripts, playbooks, and evidence collection methodologies.
• Excellent technical writing skills, encompassing testing strategies, procedures, and technical memoranda.
• Experience in briefing executive leaders and audit personnel on cybersecurity risks and findings.
• Must reside in the state of Florida.
• At least one required certification: Security+, CySA+, GSEC, CEH, PenTest+, or GCIH.
• Preferred certifications: CISSP, CISA, OSCP, CRTO, GCIA, GCDA, SC-200, or PMP.
• Preferred: previous technical delivery experience supporting an Office of Inspector General or independent audit function.
• Preferred: experience operating under established rules of engagement in government production environments.
• Preferred: prior experience in a Florida state agency information security or information technology role.
• Must be legally authorized to work in the United States without requiring current or future employer sponsorship.
