This is a fully remote position, open to applicants in United States.
β’ Assist the Program Manager in the organization, planning, scheduling, implementation, control, analysis, and reporting of task order elements.
β’ Act as the primary point of contact for task status in the absence of the Program Manager.
β’ Administer assignment and deliverable trackers that encompass milestones, dependencies, risks, issues, and action items.
β’ Monitor deliverable volumes against Statement of Work limits and alert on potential out-of-scope tasks.
β’ Oversee task intake and prioritize requests from government stakeholders.
β’ Integrate and supervise the work of prime and subcontractors across various portfolios.
β’ Ensure staffing continuity, retention, vacancy management, and backup coverage strategies are in place.
β’ Support corrective actions when quality standards are not met.
β’ Collaborate with associate contractors and manage the Organizational Conflict of Interest register along with related actions.
β’ Coordinate management plans, weekly and monthly status reports, quarterly OMR/PMR materials and minutes, weekly IMS updates, and monthly risk register updates.
β’ Aggregate financial, acquisition, engineering, scheduling, risk, and analytics data into program reports, briefings, audit responses, and RFIs.
β’ Supervise internal quality reviews and coordinate necessary corrections following government feedback or rejections.
β’ Ensure that deliverables comply with Section 508 standards and are submitted in both PDF and editable formats.
β’ Assist in the identification, organization, documentation, and promotion of best practices for official records and knowledge sharing.
β’ Lead the creation of SOPs, templates, trackers, roles and responsibilities documentation, performance metrics documentation, process improvement tools, test plans, and build guides.
β’ Propose enhancements and assist in the implementation of Government-owned or operated tools.
β’ Facilitate kick-off meetings, manage meetings and working groups, and prepare meeting minutes.
β’ Contribute to strategic planning, the SCPM Strategic Roadmap, emergency response planning, and contract management.
β’ Support COOP planning and exercises, CPARS self-assessments, SSI training confirmations, employee departure notifications, exit briefings, and the return of government property.
β’ Direct transition-in and transition-out planning, encompassing document and materials inventories, milestones, risks, mitigation strategies, transition briefings, and staff replacement transitions.
β’ Bachelor's degree (relevant experience may be considered as a substitute).
β’ PMP certification.
β’ A minimum of 8 years of program management or program office support experience.
β’ At least 5 years of experience leading similar federal programs.
β’ Proven experience in coordinating multidisciplinary teams and managing high volumes of recurring deliverables for a federal client under fixed-price or performance-based contracts.
β’ Knowledge in federal acquisition program support, including acquisition lifecycle documentation, performance reporting, risk and issue management, and integrated scheduling.
β’ Experience in developing SOPs, managing official records or document control, and leading process improvement initiatives.
β’ Proficiency in Microsoft Project, Microsoft Office, and SharePoint.
β’ Excellent writing, facilitation, and communication skills for stakeholder engagement.
β’ Capability to manage competing priorities across multiple portfolios.
β’ Preferred: Experience supporting TSA, DHS, or a similar federal security capability or acquisition portfolio, including SETA support.
β’ Preferred: Familiarity with TSA and DHS acquisition policies, including DHS Directive 102-01, and understanding of the Transportation Security Equipment lifecycle.
β’ Preferred: Background in PPBES, spend plans, CPIC products, strategic planning documents, performance metrics, and roadmaps.
β’ Preferred: Experience with Power BI or Oracle Business Intelligence Suite; knowledge of Section 508 testing; contract transitions, CPARS self-assessments, and corrective action plans.
