This is a fully remote position, open to applicants in United States.
• Assist the Program Manager in managing contract performance for the EBCS IDIQ and current task orders.
• Direct the planning and execution of various simultaneous task orders across Army Reserve facilities located in different regions.
• Create and sustain integrated master schedules and task order timelines using Microsoft Project.
• Convert statements of work and technical specifications into actionable work plans, work breakdown structures, acceptance criteria, and reporting schedules.
• Track financial performance, labor utilization, subcontractor activities, procurement, changes, and forecasts.
• Maintain RAID logs, action registers, decision logs, deliverable trackers, change control documentation, and configuration management.
• Coordinate efforts among technical, engineering, construction, commissioning, cybersecurity, IT/OT, and field teams.
• Oversee vendor and subcontractor management while addressing performance and delivery challenges.
• Generate status reports, executive briefings, task order assessments, and communications with customers.
• Facilitate meetings, document decisions and action items, and ensure implementation of follow-up actions.
• Identify risks, scheduling conflicts, cost constraints, and performance challenges, implementing corrective actions as necessary.
• Develop repeatable program management processes, templates, metrics, and document lessons learned.
• Mentor project managers and coordinators to enhance their capabilities.
• Assist in the preparation of task order proposals, staffing plans, basis-of-estimate inputs, technical methodologies, and transition to execution.
• Bachelor’s degree in Engineering, Construction Management, Facilities Management, Business, Information Systems, or a related discipline; relevant experience may be accepted in place of a degree.
• At least 8 years of progressively responsible experience in project or program management.
• Proven experience in leading complex, multi-site, or multi-workstream initiatives, including federal or Department of Defense programs.
• Experience overseeing an IDIQ or similar contract portfolio consisting of multiple concurrent task orders.
• Advanced hands-on proficiency in integrated scheduling using Microsoft Project.
• Background in leading teams that deliver building automation, building controls, facility controls, utility monitoring, smart-building, or similar operational technology projects.
• Familiarity with HVAC systems, direct digital controls, commissioning processes, systems integration, building automation architectures, and protocols like BACnet, LON, or Modbus.
• Experience with Tridium Niagara 4 or an equivalent platform.
• Possession of at least one relevant advanced certification, such as PMI-SP, PgMP, CCM, OSHA 30-Hour, Tridium Niagara 4, or a comparable credential.
• Active Secret clearance or demonstrated eligibility for federal security clearance.
• Current PMP Certification.
• Advanced capabilities in project scheduling and planning.
• Understanding of federal IDIQ and task order execution processes.
• Strong communication, facilitation, negotiation, and executive briefing skills with customers.
• Financial and analytical acumen utilizing cost, schedule, staffing, and performance data.
• Capacity to manage competing priorities and deliver under pressure across multiple locations.
• Ability to mentor project personnel and hold team members accountable.
• Advanced proficiency in Microsoft Project.
• Proficiency with Microsoft 365, including Excel, PowerPoint, Word, Outlook, Teams, and SharePoint.
• Experience with Smartsheet, Jira, Confluence, or similar program-control and collaboration tools.
• Familiarity with building controls, facility systems, IT/OT integration, and technical documentation.
• Background investigation required.
• Availability to work Monday through Friday, typically eight hours each day, with flexibility to accommodate different customer time zones.
• Willingness to travel primarily within the country to Army Reserve facilities, customer meetings, and project locations.
