Program Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Lead the delivery of data.CMS.gov, the open data platform of CMS, which hosts over 170 data products.

• Act as the primary strategic and delivery lead, taking ownership of the product roadmap.

• Lead and manage a cross-functional agile team consisting of 15–25 members and scale staffing as permitted.

• Own the product strategy and rolling roadmap; prioritize the backlog based on desirability, feasibility, and viability.

• Guide two-week sprints, three-sprint Program Increments, including planning, demos, retrospectives, and Scrum of Scrums.

• Oversee task order management, project and sprint planning, financial tracking, and estimate at completion.

• Generate Monthly Status Reports that cover accomplishments, risks, QASP performance, financials, velocity, and staffing.

• Create Project Status Dashboards utilizing live data from Jira and Confluence.

• Develop and maintain the QASP, reporting performance against metrics and SOO key results.

• Identify risks, blockers, and dependencies while presenting proposed solutions to CMS.

• Serve as the main point of contact for CMS, including the COR, CO, and Product Owners.

• Collaborate with the Office of Communications and data-owning components across CMS.

• Plan and deliver a minimum of 10 new data product releases each contract year.

• Supervise help desk operations, user communications, outreach, and presentations for CMS leadership.

• Implement open data standards and enhance data and content governance.

• Coordinate with other CMS contractors in cross-contractor forums.

• Lead transition-in activities to achieve full operational capability within six months.

• Submit the Transition-Out Plan 90 days prior to the end of performance.

• Perform other relevant duties as assigned and for which qualified/trained.

⛳️ Requirements

• Master's degree in management, public administration, IT, or a related field.

• At least 10 years of relevant program or project management experience.

• A minimum of 4 years of experience in open data projects.

• Proven expertise in DCAT-US 3.0.

• At least 4 years of direct experience working with CMS programs or data.

• Experience in managing cross-functional teams and leading 15–25 individuals.

• Extensive knowledge of Agile product management principles, including sprint planning, backlog management, and release planning.

• Familiarity with tools such as Jira, Confluence, Slack, and GitHub.

• Ability to manage task order management, reporting, sprint planning, and project planning.

• Experience facilitating stakeholder engagement across various CMS components and data owners.

• Strong written and verbal communication skills, including the ability to brief government leadership.

• Capability to obtain and maintain a favorable Public Trust determination.

• Legally authorized to work in the United States.

• Preferred: PMP, SAFe, Certified ScrumMaster, or equivalent agile certification.

• Preferred: Experience with Drupal-based public websites or large public data platforms.

• Preferred: Familiarity with CMS security and ATO processes, Section 508, and WCAG 2.1 AA.

• Preferred: Experience with hosting migrations or website consolidation projects.
