Data Collection System Developer/Team Lead

This is a fully remote position, open to applicants in District of Columbia, +1 more state.

📋 Description

• Design, maintain, and enhance Data Collection Systems by adding new features, fixing defects, automating workflows, and ensuring software quality.

• Oversee application configuration, release packaging, and deployment across testing, staging, and production environments utilizing AWS-based CI/CD pipelines and change management protocols.

• Collaborate with Data Managers and testing teams to establish requirements and implement event-specific functionalities.

• Offer operational support during test execution and ensure efficient data collection processes.

• Create data-processing solutions and assist in verification and validation efforts.

• Generate compliant data packages for client delivery and long-term archival storage for government purposes.

• Uphold system security posture through vulnerability remediation, security updates, cybersecurity coordination, and compliance activities.

• Lead technical coordination initiatives, manage system resources, facilitate Change Control Boards, coordinate with stakeholders, monitor development risks, and oversee support across various test events.

⛳️ Requirements

• Bachelor's degree in Computer Science, Software Engineering, Information Systems, Computer Engineering, or a related technical field.

• At least 10 years of experience in software development, systems engineering, or enterprise application support.

• Experience in supporting test and evaluation activities, data validation processes, or operational test environments.

• Knowledge of change management, configuration control boards, and software quality assurance practices.

• Capability to translate customer requirements into technical solutions and implementation strategies.

• Strong coordination skills across multiple technical and operational stakeholders.

• Proven experience in leading technical teams, task assignments, or project execution activities.

• Exceptional written and verbal communication abilities.

• Proficiency in software development with modern programming and scripting languages (e.g., C#, Python, JavaScript/Typescript, PowerShell, SQL, bash).

• Familiarity with relational database design (PostgreSQL preferred), SQL development, and database administration concepts.

• Experience in developing automation tools, data processing scripts, and system integration.

• Understanding of software version control systems and branching strategies.

• Experience with AWS cloud services (preferred: EC2, ECS, ECR, RDS, CloudFormation, CodeCommit, and CodePipeline).

• Familiarity with application deployment, system administration, and troubleshooting in both Linux and Windows environments.

• Experience in implementing cybersecurity updates, vulnerability remediation, and secure development practices.

• Must be a U.S. Citizen.

• Must possess an active SECRET clearance.
