This is a fully remote position, open to applicants in Maryland.
• Create, evaluate, and analyze cost estimates utilizing the ACEIT suite.
• Deliver thorough cost analysis modeling assistance.
• Assess requirements and implement cost estimating methodologies.
• Generate logical, defensible, and supportable cost estimates.
• Present analysis findings to both internal and external stakeholders.
• Review and evaluate monthly contractor EVM data.
• Develop and apply cost models for medical product development, FDA processes, regulatory compliance, clinical trials, drug manufacturing, laboratory testing, and FDA approval/licensure.
• Integrate ACE, JACS, Risk modules, and POST outputs into cost estimates.
• Analyze Excel cost models using risk analysis tools like Crystal Ball and @Risk.
• Review joint cost/schedule uncertainty analyses and model outputs.
• Create portfolio models featuring time-phased cost and schedule risk-adjusted views.
• Assist with LCCEs, IGCEs, BCAs, AoAs, program office estimates, and various cost analyses.
• Brief executive leadership on program cost positions and budget implications.
• Support budget submissions, including Procurement and RDT&E forms.
• Develop cost models and maintain cost estimate portfolios.
• Conduct pre-validation and sufficiency reviews of cost estimates.
• Create and update LCCEs and Government cost estimates.
• Perform expenditure comparisons and trend analyses for budget planning.
• Identify financial management challenges and provide recommendations.
• Review program risks and schedules to ensure cost and schedule consistency.
• Review, edit, and consolidate annual and out-year budget requirements.
• Produce financial documents and carry out financial analyses and funds management.
• Advise team members on written budget justifications and LCCE updates.
• Prepare RDT&E and Procurement forms for Congressional submission.
• Prepare AoAs, CAIV analyses, economic analyses, sufficiency reviews, life-cycle cost estimates, and source selection evaluations.
• Develop Better Buying Power initiatives and Will Cost positions.
• Create, modify, and monitor Should Cost estimates.
• Review contractor cost proposals, assessing their reasonableness, realism, and completeness.
• Prepare IGCEs for comparison with contractor proposals.
• Coordinate with JPM staff, contracting, budget personnel, and other participants to monitor funding.
• Analyze civilian medical product development costs for bio-defense medical countermeasures.
• Analyze budget revision impacts and suggest appropriate actions.
• Develop independent estimates based on contractual performance.
• Attend Secret-level threat briefings and assist with course-of-action development for IPTs.
• Experience in cost estimating related to medical and drug development.
• Comprehensive understanding of Medical Acquisition programs.
• Expert-level knowledge of cost estimating principles and procedures.
• Prior experience applying the DOD PPBE system to bioengineering and medical acquisition programs.
• Proficient with ACE-IT software.
• Secret Clearance.
• Minimum of 5 years of relevant experience.
• Willingness to travel for CONUS and OCONUS missions as needed.
• Experience in developing briefings and presentations.
• Familiarity with OMB regulatory guidelines and processes.
• Knowledge of Better Buying Power guidance and processes.
• Understanding of Will Cost guidance and processes.
