Contracts Specialist

This is a fully remote position, open to applicants in District of Columbia, +1 more state.

📋 Description

• Offer guidance, recommendations, and documentation support during the acquisition requirements phase.

• Assist in the creation and assessment of Statements of Work (SOW), Statements of Objectives (SOO), and Performance Work Statements (PWS).

• Provide acquisition assistance during the pre-award phase, including support for technical evaluations and documentation.

• Counsel the Government on procurement strategies and aid in conducting market research analysis and documentation.

• Identify possible sources and contract vehicles, prepare market surveys, and draft written announcements.

• Develop pre-award documentation, such as Source Selection Plans, SSEB instructions, Determinations and Findings, Justifications and Approvals, and contract file documents.

• Collaborate with evaluators and the Contracting Officer to set pre-negotiation objectives and facilitate discussions with offerors.

• Review proposals, pinpoint issues, formulate negotiating positions, and conduct cost or price analysis when necessary.

• Draft negotiation memoranda for contract actions.

• Ensure that pre-award files comply with regulatory, policy, and internal operating requirements and are well-organized.

• Assist in the preparation of RFQs, RFPs, and Combined Synopsis/Solicitations.

• Confirm funding, secure legal concurrence, and support the release of solicitations upon Contracting Officer's approval.

• Create final contract award documents for task and delivery orders, stand-alone contracts, and COR designation letters.

• Draft award announcements and Congressional Notifications.

• Provide guidance, recommendations, and documentation support during the post-award acquisition phase.

• Assist with negotiated contract modifications while monitoring contract performance and compliance.

• Support site visits, periodic program reviews, labor interviews, award fee evaluations, and documentation for Contractor Performance Assessment Reporting Systems.


⛳️ Requirements

• Active CBP Public Trust clearance or the ability to obtain one.

• Bachelor’s Degree is mandatory.

• A minimum of 5 years of experience as a Government Contract Specialist is required.

• Certification as a Contract Specialist (1102) is essential.

• Experience with SAP is required.

• Proficiency in Microsoft Office, including Excel, Word, and PowerPoint is necessary.

• Strong written and verbal communication skills are a must.

• Must successfully pass the pre-employment qualifications set by Cherokee Federal.

• Experience in construction contracting is highly preferred.
