Contracts Manager

📋 Description

• Manage a portfolio of federal contracts, subcontracts, and various contractual agreements throughout the entire contract lifecycle.

• Evaluate, negotiate, and oversee prime contracts, subcontracts, NDAs, teaming agreements, consulting contracts, and other business-related agreements.

• Analyze contract terms and provide guidance to internal stakeholders regarding their rights, obligations, risks, and compliance requirements.

• Lead negotiations with government entities, prime contractors, and commercial partners while safeguarding the interests of the company.

• Coordinate modifications to contracts, funding actions, option exercises, extensions of period-of-performance, and other activities post-award.

• Assess solicitations, RFPs, RFIs, OTAs, SBIR/STTR opportunities, and acquisition documents for potential contractual risks and compliance needs.

• Assist in proposal development by examining solicitation requirements and preparing necessary representations and certifications.

• Maintain contract files and documentation to ensure readiness for audits and compliance with regulatory standards.

• Oversee contract performance, deliverables, reporting obligations, and milestones.

• Collaborate with Execution Teams to address contractual issues and support effective program execution.

• Track changes in federal acquisition regulations and agency policies, advising leadership on business implications and risks.

• Develop and enhance contract management processes, templates, and standard operating procedures.

• Keep abreast of FAR, DFARS, and other relevant acquisition regulations.

• Assist with contract closeout, including final deliverables, property disposal, and record retention.

• Provide contract guidance and training to internal stakeholders.


⛳️ Requirements

• Over 7 years of relevant experience in government contracts.

• An Associate’s degree in Business, Contracts Management, Finance, Law, or a related discipline, or equivalent professional experience.

• Strong understanding of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).

• Proven experience in administering and negotiating contracts that support innovative defense acquisition pathways, including Other Transaction Authority (OTA) agreements, SBIR/STTR awards, and other non-traditional DoD vehicles.

• Experience in aiding high-growth small businesses as they transition from research and development to production and commercialization through initiatives like APFIT, STRATFI, TACFI, or similar defense innovation programs.

• Strong knowledge of contractual, intellectual property, data rights, and commercialization aspects related to small businesses and non-traditional defense contractors.

• Experience in negotiating and managing prime contracts, subcontracts, teaming agreements, and non-disclosure agreements.

• Solid understanding of contract funding, modifications, options, deliverables, and principles of contract administration.

• Exceptional written and verbal communication skills with executive leadership, clients, and government officials.

• Excellent organizational abilities, meticulous attention to detail, and capability to manage multiple priorities effectively.

• Preferred: Experience with GWAC, Schedule, and IDIQ contract vehicles.

• Preferred: Familiarity with export control regulations, including ITAR and EAR.

• Preferred: Experience in managing invoicing, funding tracking, contract value management, indirect rate considerations, and revenue recognition requirements.

• Preferred: Proficiency with Microsoft Office Suite and Google Workspace.

• Preferred: Active DoD Secret or Top Secret security clearance.

• U.S. work authorization is mandatory; U.S. Citizenship may be necessary for specific project assignments that require security clearance.
