This is a fully remote position, open to applicants in United States.
• Act as Bellese's main contractual advisor for a variety of federal prime contracts, subcontracts, and business agreements.
• Oversee the entire lifecycle of federal contracts, subcontracts, NDAs, teaming agreements, and other business agreements, from drafting and negotiation to execution, administration, modification, and closeout.
• Review and assess RFPs, RFIs, and RFQs; provide guidance to capture and proposal teams on contractual terms, risks, and requirements during the proposal development process.
• Draft, review, and negotiate terms and conditions, NDAs, teaming agreements, licenses, and other agreements with government clients, partners, and subcontractors.
• Manage subcontracts and maintain relationships with subcontractors, ensuring the flow-down of applicable clauses and monitoring compliance with terms and deliverables.
• Ensure contract adherence to FAR, agency supplements such as HHSAR, and company policies for various contract types including FFP, T&M, IDIQ, and task/delivery order contracts.
• Serve as the primary liaison for contract-related matters with government contracting officers, program managers, business development, and legal departments.
• Proactively identify contractual and compliance risks and develop strategies for mitigation; assist with OCI reviews.
• Keep precise, audit-ready contract files and tracking records; offer status updates and support to internal stakeholders regarding contract obligations and deadlines.
• Assist with contract closeout processes, including final invoicing, property disposition, and claim releases.
• Must be a US Citizen or Green Card holder; sponsorship is not available.
• Must have resided in the US for at least the last 3 years.
• Must meet the criteria to hold a Public Trust position, including successful completion of a US Government background investigation.
• Bachelor’s degree with a minimum of 3 years of relevant contracts management experience, or a suitable combination of education and experience.
• Proven experience managing the full lifecycle of U.S. federal government contracts, including both prime contracts and subcontracts.
• Working knowledge of the Federal Acquisition Regulation (FAR).
• Experience with various contract types, including Firm Fixed Price, Time & Materials, IDIQs, and task/delivery orders.
• Familiarity with reviewing and responding to RFPs, RFIs, and RFQs.
• Experience in supporting contracts specifically with the Department of Health and Human Services (HHS) or CMS.
• Understanding of HHS Acquisition Regulation (HHSAR) supplements to the FAR.
• NCMA certification (CFCM or CPCM) or equivalent formal contracts training is preferred.
• Prior experience in health IT or government contracting related to health technology.
• Experience with GSA schedule contracts.
• Proficient in Microsoft Office, Google Workspace, Slack, and contract management/tracking systems.
• Strong analytical, negotiation, and written/verbal communication skills.
• Capable of independently managing a diverse portfolio of contracts and competing deadlines.
