This is a fully remote position, open to applicants in Brazil.
• Evaluate and suggest modifications to fundamental project specifications and terms of reference for the acquisition of goods, construction projects, or services, in collaboration with the requesting departments.
• Prepare tender documents (notices and appendices), excluding the terms of reference, and oversee the registration and publication of bidding processes.
• Officially prepare and document procurement processes, waiver-of-bid requests, noncompetitive procurement, and framework agreement accession procedures.
• Execute electronic quotations and assist with market research to secure the most favorable proposal for obtaining services or goods.
• Offer guidance on establishing and standardizing procedures and workflows for direct procurement and competitive bidding within ANS.
• In partnership with GECOL, plan, direct, and monitor activities related to the procurement of goods and services, the drafting of contracts, agreements, and other instruments, along with the mandatory publication of such documents.
• Mid-level position requiring a minimum of five (5) years of demonstrated experience in the relevant field.
• Postgraduate degree in the pertinent field or a specific area related to procurement, with at least 360 hours of coursework.
• Higher education completion in the relevant field, with a diploma or certificate from a higher education institution recognized by the Ministry of Education, obtained no less than five (5) years ago.
• Familiarity with official writing standards.
• Understanding of organizational structure.
• Proficient in Microsoft Office 365 and the Windows operating system.
• Knowledgeable about Internet and intranet environments.
• Understanding of the legislation governing Public Administration, specifically regarding public revenue and expenditure management, public procurement and administrative contracts, federal administrative proceedings, public finance, and the Electronic Information System (SEI!).
