This is a fully remote position, open to applicants in United States.
• Perform market analysis and assist in acquisition planning for both simplified and large-scale acquisitions at IMLS.
• Create solicitations and issue open-market purchase orders in accordance with the Simplified Acquisition Threshold (FAR Part 12).
• Prepare task, delivery, and call orders regulated by FAR 8.4 and 16.5, including GSA Schedule orders.
• Carry out option exercises (FAR 17.2), bilateral modifications, and contract closeout activities.
• Compose price analyses, Memos to File, and Summaries for Award.
• Develop audit-ready contract files.
• Prepare and finalize CPARS past performance evaluations for existing IMLS contracts.
• Act as a proactive collaborator with the IMLS Contracting Officer and program offices.
• Provide weekly reports on actions taken and progress made.
• A Bachelor's degree (4-year) from an accredited institution.
• A minimum of 24 semester hours in accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; a transcript is mandatory.
• Over 4 years of experience in federal contracting (GS-1102 Contract Specialist or equivalent); COR experience is not applicable.
• Proven experience with SAT purchase orders (FAR Part 12).
• Proven experience with task and delivery orders (FAR 8.4/16.5).
• Proven experience with option modifications (FAR 17.2).
• Proven experience with contract closeouts and supplemental agreements.
• Proven experience with price analyses, award summaries, and documentation of contract files.
• Proven experience with CPARS evaluations.
• Strong understanding of the FAR and federal acquisition systems.
• Proficiency in Microsoft Word, Excel, PowerPoint, Access, and Project.
• Exceptional written and verbal communication skills, attention to detail, ability to work independently, and capability to manage multiple tasks simultaneously.
• FAC-C / FCP-CM certification is preferred.
• Experience in civilian or small-agency contracting is preferred.
• Experience managing fiscal year-end award surges is preferred.
