Construction Management Project Manager – Disaster Recovery

This is a fully remote position, open to applicants in Colorado.

📋 Description

• Deliver specialized construction services to support disaster recovery and mitigation initiatives, encompassing construction, inspections, cost estimation, and adherence to environmental standards.

• Supervise construction oversight and quality assurance for CDBG-DR and CDBG-MIT housing rehabilitation, reconstruction, and new construction projects.

• Collaborate with state and local officials, environmental teams, and program managers to ensure compliance with HUD and Colorado jurisdiction requirements.

• Create standard operating procedures for construction standards, environmental hazard mitigation, green/resilient building practices, and field quality assurance/control.

• Assist in contractor evaluation and selection while monitoring contractor performance against key performance indicators.

• Lead staff training initiatives and facilitate technical assistance workshops.

• Address construction-related issues, homeowner inquiries, and documentation throughout the various phases of construction.

• Aid in the development and refinement of program procedures and processes.

• Oversee the review of environmental requirements and incorporate them into scopes of work.

• Interpret and implement HUD regulations, local building codes, green building standards, and disaster recovery policies.

• Manage client contracts and work orders to ensure financial viability.

• Monitor and allocate resources effectively.

• Coordinate with relevant authorities regarding codes, permits, and inspections.

• Ensure adherence to the Colorado Wildfire Resiliency Code, Colorado energy codes, CWCB floodplain regulations, and HUD floodplain guidelines.

• Assist with Duplication of Benefits determinations in accordance with Section 312 of the Stafford Act.

• Review and authorize change orders, maintaining documentation for HUD oversight, state audits, and OIG evaluations.

• Support DRGR data entry, quarterly performance reports, and construction closeout documentation.

• Travel as necessary for programmatic and contractual support, community events, and client engagements.

⛳️ Requirements

• Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field.

• A minimum of 5 years of experience managing federally funded construction programs, particularly CDBG-DR/CDBG-MIT housing recovery initiatives.

• Experience overseeing large-scale residential construction projects in Colorado, including compliance with floodplain, high-wind, and wildland-urban interface standards.

• Strong knowledge of HUD regulations, Colorado's locally adopted building and energy codes, green building standards, and Section 3/MBE/WBE participation goals.

• Proven leadership skills in managing multidisciplinary teams comprising inspectors, engineers, subcontractors, and administrative personnel.

• Familiarity with cost reasonableness reviews, Xactimate or RSMeans estimating tools, and Davis-Bacon compliance.

• Exceptional communication abilities to coordinate effectively among government agencies, community stakeholders, and internal teams.

• Proficient in Microsoft Office Suite, especially Excel, and project management platforms such as Smartsheet, QuickBase, and Salesforce.

• Demonstrated experience in managing CDBG-DR, CDBG-MIT, or other HUD-funded construction programs and coordinating activities across multiple locations.

• Capacity to assist in creating a comprehensive construction management monitoring plan.

• Expert understanding of Colorado's building, fire, residential, green, and energy codes, including the Colorado Wildfire Resiliency Code.

• In-depth knowledge of ADA and accessibility standards.

• Familiarity with the IRC and IBC 2021 and 2024 editions and resilient residential construction practices.

• Proficient in reading residential and commercial building plans.

• Ability to manage multiple projects or tasks concurrently.

• Working knowledge of CDBG-DR cross-cutting requirements, including 24 CFR Part 570, 2 CFR Part 200, 24 CFR Parts 55 and 58, URA, Section 104(d), Section 3, Section 504/ADA, Section 106, and Duplication of Benefits.

• Understanding of Colorado’s home rule code landscape.

• Knowledge of the Colorado Wildfire Resiliency Code, wildfire mapping, fire intensity classifications, structure hardening, and defensible space guidelines.

• Awareness of Colorado energy code requirements as per HB22-1362.

• Familiarity with CWCB floodplain regulations, freeboard, and No-Rise Certification standards.

• Experience with construction conditions in the Front Range and high-altitude environments.

• Basic understanding of lead-safe practices, asbestos regulations, and mold assessment/remediation protocols.

• Familiarity with Colorado and federal procurement standards.

• Experience supervising subrecipients, local government partners, and third-party inspectors.

• Ability to obtain and maintain necessary local contractor, inspector, or trade registrations and clear a background check.

• Valid driver’s license and capability to travel to project sites across affected Colorado jurisdictions.

• Preferred qualifications include: ICC certification, CCM/PMP or equivalent credential, OSHA 30-Hour Construction certification, EPA/HUD lead certifications, WUI construction training, Colorado CDBG-DR experience, HUD DRGR/DOLA grant portal experience, knowledge of green building certifications, and professional proficiency in Spanish.
