Compensation and Benefits Specialist

This is a fully remote position, open to applicants in California.

📋 Description

• Conduct and assess compensation and benefits studies for public agencies within California.

• Analyze salaries, classifications, premiums, allowances, and overall compensation packages.

• Evaluate the retirement cost provisions under CalPERS classic and PEPRA.

• Assess health benefits, deferred compensation, leave entitlements, and premium pay.

• Review methodologies and findings from surveys to ensure accuracy and defensibility.

• Create fiscal-impact calculations and clarify underlying assumptions.

• Assist in preparation for meet-and-confer processes through analysis, costing, and documentation (excluding legal advice).

• Compile executive summaries, staff reports, and presentations for the Board.

• Respond to technical inquiries in executive or Board meetings when required.

⛳️ Requirements

• Proven experience in conducting or supporting compensation and benefits initiatives for California public agencies.

• Strong knowledge of CalPERS classic and PEPRA regulations.

• Demonstrated experience in valuing health benefits, deferred compensation, leave, and premium pay.

• Understanding of the Meyers-Milias-Brown Act and meet-and-confer procedures.

• Excellent quantitative, analytical, and report-writing capabilities.

• Experience in preparing materials for executive or Board presentations.

• Preferred: Experience with special districts or municipal utilities.

• Preferred: Previous experience in presenting to Boards.

• Preferred: Background in public-sector consulting.
