📋 Description

• Formulate and implement a detailed Change Management Strategy and Plan that aligns with contract specifications, incorporating stakeholder analysis and change readiness evaluations for phased implementations.

• Establish a governance framework for the approval, communication, and escalation of changes throughout the organization.

• Develop a metrics framework for adoption, pinpoint resistance trends, and create specific mitigation strategies for user groups at high risk.

• Guide executive sponsors and leadership on the roles of change champions, utilizing feedback from sprint demonstrations and operational insights.

• Design and execute comprehensive stakeholder communication strategies, including tailored messaging for different personas and coordination of policy updates and system launches.

• Oversee crisis communication in response to system issues, transition events, or challenges in adoption.

• Synchronize change management initiatives with training delivery, ensuring that materials are aligned with acquisition, technical, and user knowledge.

• Assist in the creation of role-specific learning experiences and user readiness evaluations linked to go-live approval milestones.

• Direct organizational readiness assessments and manage cutover planning, ensuring effective communication regarding defects, user synchronization, and forecasting support demand.

• Provide assistance during production transitions, tracking adoption metrics and escalating risks as necessary.

• Conduct post-implementation reviews and evaluate help desk trends, user feedback, and operational metrics to uncover opportunities for improvement.

• Communicate change effectiveness to program leadership and adjust the management approach based on outcomes specific to each phase.

• Lead the change management team and collaborate with SMEs and cross-functional teams to integrate change practices throughout the program.

• Mentor junior personnel on the Federal acquisition domain and strategies for enterprise platform adoption.


⛳️ Requirements

• Must be a US citizen and able to pass a Tier 2 background investigation.

• Bachelor's degree in a relevant field.

• A minimum of 10 years of experience, including 5 years in Organizational Change Management for extensive Federal government system implementations.

• Extensive knowledge of change management methodologies.

• Proficient in stakeholder analysis, readiness assessments, and tools for measuring adoption.

• Strong analytical skills for interpreting adoption metrics and user sentiment data.

• Experience with Federal modernization initiatives (financial management, acquisition systems, ERP implementations).

• At least 3 years in senior change leadership positions managing transformations across the enterprise (1,000+ users).

• Project Management Professional (PMP) or Agile certifications are highly preferred.

• In-depth understanding of the Federal acquisition lifecycle (FAR/VAAR), contracting processes, and Federal organizational structures.

• Previous experience with the Appian platform or similar low-code SaaS solutions.

• Demonstrated experience in Federal acquisition or financial system modernization projects (ERP, contract writing systems).

• Knowledge of Federal financial system integrations and acquisition/finance business processes.

• Familiarity with the Appian Government Acquisition Management (GAM) Suite.

• Experience with organizational change in highly regulated settings (ATO, FedRAMP, TIC 3.0).

• Background in conducting training needs analysis and collaborating on instructional design.

• Proficiency in change management tools (ServiceNow, Jira, Azure DevOps) for tracking adoption.

• Understanding of the impacts of data migration on user workflows and business continuity.
