Certified Payroll, Labor Specialist – Subcontracts

This is a fully remote position, open to applicants in United States.

📋 Description

• Review and process certified payroll reports for projects funded by the government and those subject to prevailing wage laws.

• Verify employee classifications, hours worked, base wages, fringe benefits, deductions, and gross wages against relevant wage determinations.

• Ensure adherence to the Davis-Bacon Act, prevailing wage mandates, and applicable federal, state, and local regulations.

• Examine subcontractor certified payroll submissions for precision, completeness, and compliance.

• Identify, document, and resolve payroll discrepancies and wage compliance issues in collaboration with subcontractors and internal teams.

• Coordinate with Project Management, Payroll, Contract Compliance, and field personnel to gather missing or corrected information.

• Maintain organized and precise certified payroll records, supporting documentation, and project compliance files.

• Monitor wage determinations and contract requirements specific to each project.

• Assist with labor compliance audits, government inquiries, and internal compliance reviews.

• Track outstanding certified payroll submissions and follow up with subcontractors to ensure timely compliance.

• Assist in employee classification and prevailing wage determinations as necessary.

• Prepare compliance reports and documentation for management and project teams.

• Stay updated on changes to federal, state, and local prevailing wage and certified payroll requirements.

• Perform additional payroll, compliance, and administrative tasks as assigned.

• Collaborate closely with Project Management, Payroll, Contract Compliance, project controls, field personnel, and subcontractors.


⛳️ Requirements

• A minimum of 2 years of experience in certified payroll reporting, labor compliance, project controls, or a related field is preferred.

• Strong preference for candidates with experience in certified payroll and prevailing wage requirements.

• Working knowledge of the Davis-Bacon Act and federal prevailing wage requirements is essential.

• Preferred experience in the construction industry.

• A solid understanding of payroll calculations, wage classifications, fringe benefits, and deductions is required.

• Exceptional attention to detail and accuracy is necessary.

• Strong organizational and time-management skills with the ability to manage multiple projects and deadlines.

• Proficiency in Microsoft Office Suite is required.

• Excellent written and verbal communication skills are essential.

• Ability to work professionally and effectively with subcontractors, project managers, payroll personnel, and government agencies.

• Must maintain confidentiality and handle sensitive payroll information appropriately.

• A High School Diploma or GED is required.

• Preferred experience working on federal, state, or local government-funded construction projects.

• Experience with electronic certified payroll reporting systems is preferred.

• Previous experience reviewing subcontractor labor compliance documentation is preferred.

• Knowledge of construction job classifications and wage determinations is preferred.

• Availability to work Monday through Friday, 7:00 AM to 4:00 PM, with potential fluctuations to include evenings, nights, and weekends based on project requirements.

• Local travel to construction worksites may be necessary.

• Ability to meet the physical requirements of the job, including occasionally lifting and/or moving objects weighing up to 50 pounds.
