Capture Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee comprehensive U.S. Government responses from start to finish, encompassing RFPs, RFIs, BAAs, OTAs, and both prime and subcontract pursuits.

• Aim for five or more large-scale, compliant, and timely proposal submissions within the first 18 months.

• Create capture plans, customer-driven win themes, competitor evaluations, partnership strategies, and price-to-win contributions.

• Assist in qualifying, pursuing, and proposing gates, along with disciplined bid/no-bid evaluations.

• Strive for a win rate of 75% or higher on formally sanctioned opportunities through win/loss analysis.

• Set up schedules, assign ownership, define decision-making rights, establish review checkpoints, and outline escalation paths for rapid-turn solicitations.

• Develop requirements matrices, assign responsibilities, outline review-readiness criteria, and maintain submission checklists.

• Utilize AI-assisted drafting, compliance verification, and review workflows while safeguarding restricted information.

• Design light, standard, and heavy proposal workflows tailored to contract value and complexity.

• Preserve reusable proposal content, past performance records, resumes, technical templates, and win themes.

• Contribute to the development of quoting, RFI intake and response, as well as data capture and storage processes.

• Collaborate with business development, technical subject matter experts, pricing, contracts, delivery, and partners to ensure proposed solutions are executable post-award.

⛳️ Requirements

• Proven experience leading intricate U.S. Government capture and proposal initiatives from pursuit strategy to compliant submission, with clear documentation of contributions to successful wins.

• Strong capture discipline, showcasing evidence-based bid/no-bid gating, customer-centric win themes, competitive analysis, teaming strategies, and price-to-win contributions.

• Capability to convert solicitation requirements and evaluation criteria into a persuasive proposal narrative, coherent work plan, and requirements traceability.

• Experience in coordinating cross-functional teams, subject-matter experts, and external partners without direct reporting authority.

• Established ability to manage rapid-turn responses with defined schedules, responsibilities, version control, review standards, and composed decision-making under pressure.

• Familiarity with federal acquisition and proposal compliance, including FAR/DFARS considerations, potential organizational conflicts of interest, and ethical standards.

• Sound judgment in aligning technical scope, pricing, and delivery commitments ensuring proposals remain executable post-award.

• Practical knowledge of AI-assisted drafting and review, including the validation of outputs, maintaining human oversight, and safeguarding sensitive or restricted information.

• Strong skills in process-building, with the capability to develop reusable assets, tailor efforts to the complexity of opportunities, and enhance performance through measurable feedback.

• Experience employing Shipley-style capture and proposal methodologies within a lean, fast-paced team environment is preferred.

• Familiarity with RFPs, RFIs, BAAs, and OTAs is preferred.

• Experience managing prime proposals and significant subcontract responses is preferred.

• Experience in creating AI-enabled proposal workflows, shared prompt libraries, or automated review checklists with appropriate security measures is preferred.

• Experience in developing quoting processes, structured RFI workflows, or searchable proposal content and knowledge libraries is preferred.

• Must possess legal authorization to work in the country for which you are applying.
