Business Analyst – Quality Management

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Offer business analysis expertise in support of Indian Affairs and Office of Information Technology programs, projects, and operational initiatives.

• Gather, analyze, validate, document, and manage business, functional, technical, and system requirements.

• Map current-state, future-state, and interim business processes while recommending opportunities for improvement, modernization, automation, and efficiency.

• Create user stories, story maps, use cases, acceptance criteria, prioritized product backlogs, glossaries, process models, system diagrams, wireframes, workflows, and other relevant artifacts.

• Prepare requirements, implementation statements, and documentation for NIST Special Publication 800-53 control assessments.

• Assist with privacy and security documentation, including PII identification, PIAs, and PTAs.

• Develop and maintain Microsoft Visio models, managing boards, test plans, dashboards, and related artifacts via Azure DevOps or other Government-authorized tools.

• Conduct research and analysis aimed at process improvement, business process reengineering, IT modernization, shared services, and technology implementation.

• Design and execute test cases, test scripts, datasets, and acceptance criteria.

• Lead requirements sessions, stakeholder interviews, focus groups, training sessions, strategic planning forums, and knowledge-transfer activities.

• Review cost, schedule, performance, and compliance requirements for federal IT investments.

• Monitor risks, issues, milestones, dependencies, and deliverables.

• Collaborate with Government stakeholders, project managers, technical teams, security personnel, vendors, and contractors.

• Provide quality-management support for quality assurance, testing, configuration, change, and related processes.

• Assist with system, functional, regression, integration, and User Acceptance Testing activities.

• Document and track defects, issues, test results, corrective actions, and testing outcomes until resolution.

• Analyze testing results and quality metrics to identify trends, recurring issues, process gaps, and improvement opportunities.

• Develop and maintain quality-management requirements, processes, procedures, workflows, reports, dashboards, and documentation.

• Support quality assurance and test-management processes throughout relevant SDLC phases.

• Analyze and document configuration and change management processes.

• Assist with the OIT Configuration Management Plan and configuration identification/status-accounting activities.

• Examine change and release management workflows to identify process improvements.

• Maintain and validate configuration information and artifacts.

• Facilitate Configuration Control Board activities, documenting decisions, action items, approvals, and follow-up actions.

• Support configuration audits, findings, corrective actions, and responses.

• Identify opportunities to enhance quality controls, improve testing effectiveness, increase process consistency, and elevate service delivery.

⛳️ Requirements

• A minimum of five (5) years of experience in delivering business analysis services to management and technical personnel supporting federal IT investments.

• Proven experience in analyzing and resolving complex IT project or program management issues in accordance with applicable federal laws, regulations, policies, and procedures.

• Experience in translating business and system requirements into acceptance criteria, test scenarios, test cases, test scripts, and datasets.

• Background in supporting system testing and User Acceptance Testing (UAT), documenting defects and issues, tracking test outcomes, and assisting quality assurance and test-management processes.

• Knowledge of Project Management Office (PMO) operations, capital planning, strategic planning, and IT investment management.

• Familiarity with business process improvement and business process reengineering methodologies.

• Practical experience with configuration management, ITIL practices, change management, IT Asset Management, and IT service-request fulfillment.

• Experience in activity and data modeling, modern business methods, best-practice analysis, and performance measurement.

• Understanding of FITARA, SDLC, FEA, CPIC, and FISMA.

• Experience applying human-centered design methods, including journey mapping, affinity mapping, and storyboarding.

• Strong written and verbal communication, facilitation, interviewing, training, collaboration, and leadership skills.

• Ability to manage multiple priorities while meeting project schedule, quality, and performance requirements.

• Capability to work effectively with Government stakeholders, technical teams, security personnel, vendors, and other contractors.

• U.S. Citizenship is required.

• Must be able to obtain and maintain the Government security clearance and/or suitability determination necessary for the position.

• Must comply with all applicable federal contract requirements.

• Preferred: Experience supporting DOI and/or IA.

• Preferred: Experience working within NIST- and/or DOI-controlled IT environments.

• Preferred: Experience in federal quality assurance, testing, configuration, change, release, asset, or service-management activities.

• Preferred: Experience with ITSM ticketing systems, CMDBs, Microsoft Intune, or similar enterprise tools.

• Preferred: Experience using Microsoft Visio, Azure DevOps, or comparable Government-authorized tools.

• Preferred: Hands-on experience in Quality Management.

• Preferred: Active Government security clearance.

• Ability to perform essential functions with or without reasonable accommodation.
