Business Analyst II

This is a fully remote position, open to applicants in United States.

📋 Description

• Gather, document, and oversee business and technical requirements by engaging with public-health stakeholders and subject matter experts through interviews, workshops, and reviews.

• Create business requirements, user stories, process maps, data-flow diagrams, and acceptance criteria.

• Work in conjunction with technical teams to convert requirements into solution designs, backlog items, and implementation strategies.

• Organize test planning, test scenarios, and user-acceptance testing activities alongside subject matter experts and technical personnel.

• Assist in the analysis of system integrations and data flows across various public-health programs, laboratories, registries, and external partners.

• Produce standard operating procedures, data dictionaries, user manuals, and meeting summaries.

• Engage in decision-making related to data quality, timeliness, reporting needs, and reuse across public-health applications.

• Simplify complex technical subjects into clear, accessible language for non-technical audiences.

⛳️ Requirements

• A bachelor's degree in health informatics, computer science, engineering, information technology, or a pertinent field.

• At least six (6) years of relevant experience as a business analyst in technical-focused projects.

• Proficiency in public-health surveillance, epidemiology workflows, and state, local, tribal, and territorial (STLT) public-health operations.

• Capability to analyze and document comprehensive workflows, system integrations, and data flows that support surveillance and reporting use cases.

• Outstanding written and verbal communication skills, with the ability to clearly convey technical concepts to a non-technical public audience.

• A collaborative mindset for effective teamwork across technical delivery teams and public-health stakeholders.

• Strong analytical and critical-thinking abilities.

• If necessary for the project, the ability to successfully complete and obtain a federal Position of Public Trust Level 5 background investigation, fulfill all eligibility requirements, and maintain the required clearance throughout employment.

• Familiarity with public-health data exchange and interoperability among public health agencies (PHAs), laboratories, registries, healthcare partners, and federal systems.

• Understanding of public health standards and artifacts, such as HL7 v2, CDA, and FHIR.

• Knowledge of generative AI and agentic research compared to other automation methods.
