Business Analyst

This is a fully remote position, open to applicants in United States.

📋 Description

• Act as the primary Subject Matter Expert (SME) for NOAA Fisheries' business operations, data systems, and coordination with stakeholders.

• Record NOAA Fisheries-specific consultation requirements, which encompass regulatory requirements for marine and anadromous species, Critical Habitat designations, and standards for listing status.

• Gather and document requirements for NOAA Fisheries data systems, focusing on identifying authoritative sources, data access methods, refresh schedules, and contacts for data stewardship.

• Collaborate with NOAA Fisheries SMEs to secure approval on schema harmonization choices and ensure that all data alterations are sanctioned.

• Manage iterative review cycles of range maps with NOAA Fisheries SMEs and coordinate feedback regarding the accuracy and thoroughness of the maps.

• Assist in the formulation of NOAA Fisheries-specific decision logic and the requirements for template content.

• Ensure NOAA Fisheries co-signs the ESA Section 7 Compliance Validation Checklist.

• Promote participation from NOAA Fisheries partner offices in pilot consultation workflows.

• Act as the main point of contact between the Peraton team and NOAA Fisheries.

• Aid in the integration of marine and anadromous species data into the current FWS platform, fostering a cohesive experience for ESA-listed species.

⛳️ Requirements

• Bachelor's degree with 8 years of professional experience, or a Master's degree with 6 years of professional experience, or an Associate's degree with 10 years of professional experience, or a high school diploma/equivalent with 14 years of professional experience.

• U.S. Citizenship is mandatory.

• Capability to obtain and sustain a Public Trust clearance.

• Proven experience in business analysis or program support within federal environmental or marine science programs.

• Strong knowledge of ESA Section 7 consultation processes related to marine and anadromous species.

• Experience in facilitating government stakeholder reviews and securing formal approvals.

• Exceptional written communication abilities.

• Experience in producing documentation intended for government use.

• Preferred: direct experience with or in support of NOAA Fisheries operations or data systems.

• Preferred: direct experience with NOAA Fisheries authoritative data systems or marine species databases.

• Preferred: experience in coordinating multi-agency deliverable approvals (FWS + NOAA Fisheries).

• Preferred: familiarity with federal data governance standards and OCIO-authorized data pathways.

• Preferred: CBAP or equivalent Business Analysis certification.

• Preferred: active Public Trust Clearance.
