This is a fully remote position, open to applicants in United States.
• Collaborate closely with the USDA Product Owner to comprehend and document business requirements pertaining to NEPA environmental review processes.
• Create, enhance, and prioritize user stories for USDA personnel, managers, executives, and the public.
• Examine environmental review workflows across more than 10 USDA agencies and identify opportunities for automation and enhancement.
• Assist in the development of the Case Management, Document Library, and AI-driven Recommendation Engine modules.
• Lead requirements workshops and conduct stakeholder interviews.
• Keep documentation of business rules, workflows, and acceptance criteria up to date.
• Align USDA data standards and NEPA regulatory requirements with system functionalities.
• Provide support for User Acceptance Testing at the six-month MVP milestone and beyond.
• Recognize and document process gaps, redundancies, and automation prospects.
• Capability to obtain a Public Trust clearance.
• A Bachelor's degree in Business Administration, Information Systems, Environmental Science, Public Administration, or a related discipline is mandatory.
• A minimum of 5 years of experience as a business analyst or requirements analyst on IT projects.
• At least 2 years of experience supporting federal government clients.
• Proficient in business process analysis and requirements documentation.
• Familiarity with agile user story creation and backlog management.
• Strong communication skills to effectively engage with both technical teams and non-technical government stakeholders.
• Experience in documenting and analyzing complex business processes and converting them into technical requirements.
• Proven track record in writing user stories and managing backlogs within an agile framework.
• Knowledge of federal data standards and regulatory compliance requirements.
