This is a fully remote position, open to applicants in United States.
• Monitor MARAD funding from apportionment through to outlay while ensuring payroll charges are aligned with funding.
• Connect apportionments and funding controls to commitments, obligations, expenditures, outlays, and available balances by fund and time period.
• Develop execution forecasts based on reconciled actuals and anticipated remaining activities.
• Analyze actuals against forecasts to identify timing shifts versus changes in requirements or assumptions.
• Create exception briefs that detail impacted funding, amounts, timing, causes, and recommended actions.
• Raise concerns regarding potential over-obligation or Anti-Deficiency Act risks through the Senior PM to designated government officials.
• Reconcile authorized payroll records with labor distributions, funding, and accounting at each pay-period cutoff.
• Investigate discrepancies such as incorrect charging, distribution changes, unusual trends, missing or duplicate activities, and timing differences.
• Draft correction requests for independent assessments.
• Forecast payroll and compensation costs and clarify actual outcomes compared to previous forecasts.
• Assist in budget formulation by providing insights on execution trends and documented compensation and reimbursable assumptions.
• Deliver validated payroll and execution source data for Budget Execution and Payroll dashboards.
• Implement role-based access to safeguard employee details and ensure proper aggregation in executive outputs.
• Bachelor’s degree in accounting, finance, business, or a related discipline.
• A minimum of four years of experience in federal financial management, including budget execution or funds control.
• Proficient understanding of apportionments, allotments, commitments, obligations, unliquidated obligations, and available balances.
• Experience with federal payroll or labor cost data, specifically reconciling labor distribution with accounting records.
• Familiarity with the U.S. Standard General Ledger and concepts related to funds control, including indicators of Anti-Deficiency Act risk.
• Capability to obtain and maintain a Public Trust determination.
• Experience in a civilian agency CFO office, particularly within the Department of Transportation.
• Hands-on experience with Oracle Federal Financials, especially DOT’s Delphi.
• Proficient in preparing or analyzing SF-132 apportionments and SF-133 budget execution reports.
• Experience in creating execution forecasts or payroll cost models relied upon by leadership.
• Knowledgeable about federal payroll providers and labor distribution structures.
• Possession of a CGFM, CPA, or CDFM credential.
• Government-furnished laptop, VPN, and system access provided.
