
Associate Director, Operations – Ebola Response

This is a fully remote position, open to applicants in United States.
• Provide operational leadership and management support for Ebola response initiatives across various countries.
• Oversee response activation, surge staffing, consultant support, travel arrangements, procurement, budget monitoring, issue escalation, and follow-up.
• Develop team capabilities for emergency operations, surge assistance, field coordination, documentation, and compliance.
• Collaborate with headquarters, country teams, the Ebola Response Incident Management Team, technical counterparts, governments, donors, and implementing partners.
• Manage budget oversight, security coordination, duty of care, knowledge management, and operational risk management.
• Document and share lessons learned and best practices.
• Facilitate response planning and resource mobilization by identifying operational gaps, surge requirements, and programming opportunities.
• Ensure regular field monitoring visits for donor compliance, implementation quality, operational readiness, safety, and bottleneck resolution.
• Coordinate budget management, expense oversight, contractual documentation, procurement, staffing and consultant requests, travel approvals, and budget monitoring.
• Assist in monthly documentation reviews and meetings, including follow-up on action items.
• Work with the Finance team to mitigate risks and ensure clarity of financial and administrative processes.
• Represent the organization to implementing partners, governments, and donors.
• Support senior management in managing donor relationships, response briefings, visits, and advocacy efforts.
• Maintain collaboration with partner organizations.
• Act as the primary contact for Ebola-related communications between headquarters, country teams, regional stakeholders, and technical response leads.
• Monitor funding opportunities for Ebola response, recovery, and preparedness.
• Coordinate operational contributions to donor communications, situational updates, decision briefs, after-action reviews, and advocacy initiatives.
• Supervise multiple staff members and cultivate a results-driven, learning-oriented, accountable, open, and collaborative supervisory environment.
• Perform additional duties as required.
• Bachelor's Degree or its international equivalent in Communication and Social Marketing, Economic Development, Education, Health, Nutrition, Research, Technology and Youth, or a related field.
• Over 10 years of relevant experience in business administration, project management transformation, change management, strategy consulting, or internal corporate strategy.
• At least 3 years of management experience.
• Proven experience supporting outbreak response, humanitarian emergencies, or public health crisis operations.
• Experience in coordinating with cross-functional teams, partners, and stakeholders in complex and rapidly evolving environments.
• Demonstrated experience in sector-specific or multi-sector project management and implementation.
• Experience working in insecure environments.
• Background in a non-governmental organization (NGO).
• Strong understanding of global health security and infectious disease emergency and outbreak response activities funded by the US government or other international donors.
• Familiarity with funding mechanisms, general contracting, and reporting requirements.
• Knowledge of donor planning and reporting systems utilized in emergency or outbreak response contexts.
• Understanding of business development and resource mobilization processes, including proposal development for emergency response, recovery, preparedness, or global health security programming within an international NGO framework.
• Excellent written and verbal communication skills.
• Strong awareness of cultural differences as well as political and ethical considerations in international contexts.
• Project Management (PM) Certification is preferred.
• Proficiency in French is considered an advantage.
• Ability to utilize Microsoft applications including Office 365, SharePoint, Skype/Zoom/Teams.
• Willingness to travel more than 25% of the time.
