This is a fully remote position, open to applicants in Pennsylvania.
• Lead, mentor, and cultivate the skills of instructional and digital designers in the creation of instructor-led, digital, blended, simulation-based, and performance-support solutions.
• Develop and implement the enterprise learning solution strategy and architecture in alignment with business, talent, leadership, and capability priorities.
• Direct the learning experience and content strategy for RTX University, encompassing architecture, pathways, curation, discovery, and platform enhancement.
• Define and execute strategies for building, buying, curating, reusing, and retiring learning solutions.
• Act as a performance consultant and strategic advisor to identify business, performance, and capability requirements.
• Establish governance for learning design, including standards, templates, accessibility, brand alignment, quality assurance, and content lifecycle.
• Promote the responsible use of AI and emerging educational technologies.
• Enhance instructional design capabilities and methods of operation.
• Foster partnerships across business, HR, Talent, Learning, technology, communications, and other divisions.
• Provide counsel to senior stakeholders regarding learning strategies, recommendations, tradeoffs, and investments.
• Collaborate with Learning Operations and technology teams to integrate solutions throughout the LMS, RTX University, and the learning technology ecosystem.
• Assess effectiveness through learner insights, adoption metrics, performance indicators, and business outcomes.
• Prioritize tasks and allocate team and vendor resources across enterprise projects.
• Manage external vendors, production partners, and related budgets.
• Serve as a thought leader in enterprise learning experience design, architecture, and modern learning practices.
• Bachelor's Degree or equivalent experience with a minimum of 12 years of relevant experience, or an Advanced Degree in a related field with at least 10 years of experience.
• Proven experience in learning strategy, instructional design, learning experience design, digital learning, talent development, or similar fields.
• Demonstrated experience in leading and developing teams focused on instructional design, learning experience design, or digital learning.
• Experience in formulating learning strategies, architectures, standards, and scalable solutions within a multifaceted organization.
• Comprehensive understanding of instructional design, adult learning principles, learning science, performance consulting, and cutting-edge learning technologies.
• Proficient in diagnosing business and performance needs and converting them into effective learning strategies and solutions.
• Experience in establishing learning design governance frameworks, including standards, accessibility, quality assurance, and content lifecycle management.
• Capability to influence across organizational boundaries and foster alignment without direct authority.
• Exceptional skills in executive communication, consultation, stakeholder management, and relationship building.
• Experience utilizing data, learner insights, and performance metrics to assess effectiveness and guide decisions.
• Ability to handle multiple complex priorities in a fast-paced, matrixed environment.
• U.S. citizenship is required; only U.S. citizens are permitted to access information under this program/contract.
• Preferred experience in leading enterprise learning strategy or solution architecture in a large, complex, global organization.
• Preferred experience in developing or enhancing an enterprise learning hub, LXP, or digital learning ecosystem.
• Preferred experience in creating build, buy, curate, reuse, and retire strategies for learning portfolios.
• Preferred experience in linking learning solutions to broader talent strategies.
• Preferred experience in implementing AI-enabled learning practices and emerging technologies.
• Preferred experience in facilitating self-directed, skills-based, or personalized learning experiences.
• Preferred experience in influencing senior business and HR leaders.
• Familiarity with Workday Learning or similar enterprise learning platforms is preferred.
• Preferred knowledge in management and leadership for overseeing cross-department project teams or managing across related departments.
• Knowledge of accessibility standards, including WCAG, and learning measurement and evaluation practices is preferred.
