This is a fully remote position, open to applicants in Canada.
• Spearhead a demonstration project in a selected case-study country, ideally located in Southern or Eastern Africa.
• Generate policy-relevant tables, figures, and insights regarding learning quality and equity based on the country's assessment data.
• Create and field-test a revised analytical framework incorporating AI-assisted analytical protocols for analysts in other nations.
• Enhance the capabilities of national analysts and policy officials.
• Suggest methods for replicating the approach in other countries.
• Collaborate with UIS and national counterparts to finalize the country, datasets, and participants involved.
• Develop an inception note that includes the analytical plan and work plan.
• Evaluate the quality of datasets, documentation, limitations, sample design, and feasible analyses.
• Partner with national analysts to pinpoint key policy questions and valuable analyses.
• Create and assess AI-assisted protocols, including methodologies that consider complex sample design and plausible values, such as BRR/PV standard errors.
• Engage closely with national analysts for approximately four days during the in-country mission.
• Meet with senior policy officials to discuss findings, implications, and policy inquiries.
• Compile a policy-relevant country report featuring statistical tables, figures, and findings.
• Draft the revised analytical framework for publication by UIS.
• Prepare a final report that captures lessons learned, assesses the demonstration, and provides recommendations for replication.
• Deliver and submit all outputs in accordance with the specified timelines.
• A PhD or equivalent advanced degree in statistics, econometrics, psychometrics, education, or a related discipline; OR a Master's degree in a related area.
• At least ten (10) years of relevant professional experience in statistics, psychometrics, education data analysis, or a related field.
• Proven expertise in analyzing large-scale learning assessment data, including participation in international or regional learning assessment programs.
• Senior-level experience in multilevel modeling and complex survey data analysis, including estimation using replicate weights and plausible values.
• Demonstrated experience in conducting policy-oriented analyses of learning assessment data.
• Experience with, or the capacity to develop, AI-assisted and reproducible analytical workflows.
• Established background in capacity building and training delivery, particularly with national analysts and senior policy officials; a minimum of five (5) years of experience or three (3) comparable assignments, with references available upon request.
• Proficiency in at least one statistical software package, such as HLM, R, or Stata, sufficient to validate AI-assisted analyses.
• Capability to design reproducible analytical protocols and document the responsible use of AI tools in compliance with data protection regulations.
• Exceptional drafting skills, with a proven track record of producing technical reports, publications, and policy-oriented outputs for diverse audiences.
• Ability to work independently in a remote environment and adhere to deadlines.
• Excellent command of English, both written and spoken, is mandatory.
• Prior to travel, completion of UN BSAFE security awareness training and obtaining security clearance through the UNDSS Travel Request Information Process (TRIP) is required.
• Daily rate and estimated number of working days must be specified in a single currency: EUR, USD, CAD, or GBP.
• At least two references from comparable assignments are required.
• International travel expenses will be agreed upon as a separate lump sum and may be paid in advance.
• Payment is contingent upon satisfactory delivery and acceptance of deliverables, distributed in three installments: 20%, 40%, and 40%.
• The consultant will be credited as the author of the analytical framework publication in line with UIS publication policy.
• Travel arrangements will be coordinated according to UNESCO guidelines and procedures.
