This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Deliver strategic, analytical, and operational assistance to the Procurement Management Review and Special Review program of the U.S. Department of Health and Human Services.
• Facilitate the planning, execution, reporting, and follow-up processes for Procurement Management Reviews and Special Reviews.
• Create and sustain integrated review schedules, milestones, resource plans, workload forecasts, dependencies, decision points, risks, issues, action items, and recovery plans.
• Convert Government-defined objectives, risk inputs, internal-control considerations, and acquisition priorities into planning packages, schedules, review tools, and management controls.
• Coordinate with Government reviewers, reviewed organizations, leadership, acquisition stakeholders, and contractor personnel throughout the review and closeout process.
• Prepare stakeholder maps, communication protocols, kickoff materials, agendas, data calls, status briefings, meeting records, executive summaries, decision papers, and escalation packages.
• Ensure traceability among review criteria, evidence, source documents, observations, conclusions, findings, recommendations, corrective actions, and closure evidence.
• Draft and refine review products, PMR reports, leadership briefings, and remediation summaries.
• Utilize federal acquisition knowledge to pinpoint potential regulatory, policy, internal-control, documentation, competition, planning, administration, and post-award issues for Government resolution.
• Aid in risk-based prioritization and document risk exposure, internal-control implications, mitigation considerations, assumptions, and limitations.
• Maintain centralized records of corrective actions and analyze overdue tasks, weak evidence, repeated findings, ineffective actions, recurring deficiencies, systemic risks, and cross-organization trends.
• Develop and sustain performance measures, targets, definitions, calculations, data sources, reporting frequencies, baselines, thresholds, and evidence for the Performance Objective Outcome Matrix.
• Update the Outcome Matrix and assist with monthly and event-driven reviews.
• Produce status views, dashboards, indicators, aging analyses, trend summaries, recurring-theme analyses, workload forecasts, and executive insights using Government-approved tools.
• Enhance PMR workflows through standardized intake, structured data collection, validation, aggregation, tracking, dashboarding, automation, and human-governed emerging technologies.
• Define and implement data-quality, access-control, validation, version-control, and human-review procedures.
• Conduct quality reviews of schedules, trackers, findings, reports, briefings, analytical products, and executive materials.
• Lead lessons learned sessions and manage methodologies, SOPs, templates, job aids, onboarding materials, training resources, change logs, and knowledge repositories.
• Facilitate knowledge transfer and development of Government capabilities.
• Provide senior-level counsel on governance, operating models, process enhancement, workload management, quality controls, performance risks, continuity, and transition planning.
• Elevate significant risks and recommend mitigation or recovery actions.
• Safeguard sensitive acquisition and organizational information while adhering to federal security, privacy, records-management, accessibility, and system-access requirements.
• A minimum of 10 years of progressively responsible experience in program management, management and program analysis, acquisition management, acquisition oversight, internal controls, compliance reviews, federal consulting, or a closely related area.
• Bachelor’s degree in business, public administration, acquisition management, finance, accounting, management, or a related discipline.
• Experience in supporting complex federal programs that involve multiple workstreams, senior stakeholders, formal deliverables, performance measures, risks, dependencies, and shifting priorities.
• Strong acquisition background, including a working knowledge of the Federal Acquisition Regulation, acquisition planning, competition, contract formation, contract administration, file documentation, internal controls, and post-award oversight concepts.
• Experience in planning or assisting with assessments, program reviews, compliance reviews, internal-control reviews, audits, procurement management reviews, special reviews, or similar oversight activities.
• Proven experience in developing or reviewing executive reports, findings, risk statements, recommendations, corrective actions, briefing materials, decision papers, performance reports, and presentations for senior leadership.
• Capability to analyze both qualitative and quantitative information, identify recurring themes and root causes, assess program or operational risk, and transform evidence into succinct management insights.
• Experience in maintaining integrated schedules, risk and issue logs, corrective-action trackers, performance matrices, dashboards, workload forecasts, decision logs, and other program-management controls.
• Knowledge of quality-assurance methods, evidence traceability, data validation, version control, methodology conformance, and documentation standards for high-visibility Government products.
• Strong skills in facilitation, stakeholder management, consultation, writing, editing, presentation, and executive communication.
• Ability to work independently, exercise sound judgment, manage ambiguity, and coordinate across Government and contractor teams without exceeding the contractor's role.
• Advanced proficiency in Microsoft Word, Excel, PowerPoint, Teams, and SharePoint.
• Must be able to meet all applicable federal suitability, onboarding, confidentiality, information security, records, accessibility, and information-handling requirements.
• Must reside within the contiguous United States and be willing to travel to Washington, DC, and other locations occasionally or as needed.
