Workforce Development Program Manager – Disaster Recovery

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee the design of temporary employment and reemployment services for disaster relief.

• Collaborate with workforce boards, emergency management agencies, and employers.

• Develop training and career services tailored for dislocated workers.

• Establish participant eligibility, worksite agreements, and supervision protocols.

• Monitor enrollment, placement, and recovery outcomes.

• Provide qualifications and a narrative of past performance for WIL proposals upon authorization.

⛳️ Requirements

• Proven experience in leading workforce programs related to dislocated workers, rapid response, or disaster scenarios.

• Familiarity with the public workforce system, particularly WIOA.

• Background in coordinating with emergency management or recovery organizations.

• Experience in program management and reporting.

• Ability to work as a project-based contract collaborator; must be based in the US with potential travel to affected regions as necessary.

• Leadership experience with workforce boards (preferred).

• Previous experience with federal disaster or dislocated-worker grants (preferred).

• Experience in disaster case management or recovery programs (preferred).
