This is a fully remote position, open to applicants in United States.
• Act as a representative for a utility, apprenticeship sponsor, labor partner, or training provider dedicated to jointly delivering water-trades pathways.
• Assist in defining trainee groups, supervisors/mentors, and job-placement pathways into water/wastewater positions.
• Provide non-proprietary program design contributions, including hours, credentials, safety/onboarding, and success metrics.
• Facilitate the drafting of letters of support and MOU language for collaborative workforce proposals as mutually agreed upon.
• Optionally provide guidance to WIL on evaluation metrics related to completion, placement, and retention.
• Currently employed at a drinking water or wastewater utility, registered apprenticeship sponsor, labor organization, community college/technical school, or nonprofit training organization serving the water sector.
• Possess the authority (or a clear pathway to authority) to discuss partnership or host-site arrangements.
• Experience in managing or supporting internships, apprenticeships, pre-apprenticeships, or bridge programs.
• Openness to being considered for time-limited collaborations (affiliate/consulting/institutional partnership).
• Authorization to collaborate with a U.S. nonprofit research organization.
• Established registered apprenticeship standards for water/wastewater occupations.
• Proven track record of measurable trainee placements into utility positions.
• Experience with federal or state workforce grants as a partner (not mandatory).
• Geographic focus that you can host (city/region) along with an estimated annual trainee capacity.
• Contribute to workforce intelligence reports and publications.
• Engage in applied workforce research initiatives.
• Gain insights into operational workforce planning systems and labor market analysis.
• Contribute to the development of workforce intelligence methodologies and frameworks.
• Build portfolio-quality workforce intelligence projects.
• Collaborate on workforce intelligence dashboards and operational labor analysis.
• Participate in workforce intelligence discussions with industry operators and advisors.
• Expand research collaborations.
• Engage in advisory initiatives.
• Participate in future grant-supported projects.
• Contribute to workforce intelligence publications and presentations.
