Tools Portfolio Manager

This is a fully remote position, open to applicants in Maryland.

📋 Description

• Supervise the entire lifecycle of organizational tools.

• Create and maintain a detailed inventory of authorized tools, including documentation on purpose, capabilities, dependencies, ownership, and usage guidelines.

• Ensure a well-structured, searchable, and actively updated tool library.

• Develop and oversee standardized evaluation processes for both new and existing tools.

• Evaluate functional fit, usability, scalability, and long-term sustainability.

• Offer recommendations regarding tool adoption, enhancement, or retirement.

• Construct and maintain ROI models to assess tool value and operational impact.

• Provide data-driven insights to guide tool selection, prioritization, and lifecycle decisions.

• Manage tool selection, onboarding, continuous assessment, and decommissioning.

• Track tool effectiveness in relation to organizational and scientific requirements.

• Assist end-users in identifying tools suitable for project needs and technical challenges.

• Offer guidance on tool capabilities, limitations, best practices, and decision-making factors.

• Implement governance policies and procedures for consistent and responsible tool use.

• Align tool management practices with organizational policies, procurement standards, and audit requirements.

• Assess tools against cybersecurity standards and compliance with the organizational risk framework.

• Collaborate with security teams on access controls, monitoring, and mitigation strategies.

• Work in partnership with scientists, engineers, IT teams, and security personnel.

• Enable transparent and informed decision-making among stakeholders.

⛳️ Requirements

• Experience in software engineering, IT management, product management, or a related technical field.

• Bachelor’s degree in a relevant discipline.

• Over 10 years of experience in the Earth Science sector, including support for scientific workflows or tools.

• Strong analytical abilities, particularly in evaluating tool performance and developing ROI models.

• Exceptional written and verbal communication skills with a background in producing clear documentation and guidance.

• Familiarity with lifecycle management, governance frameworks, and evaluation methodologies.

• Proven ability to collaborate with scientific communities, technical teams, stakeholders, and end-users.

• Strong execution capabilities and follow-through, with the ability to drive process consistency and oversee the portfolio.

• Demonstrated experience in managing tools or software products through evaluation, onboarding, maintenance, and retirement phases.

• Proficient in documenting tool purpose, capabilities, dependencies, usage guidance, and governance criteria.

• Ability to evaluate tools against cybersecurity and compliance standards, ensuring risk controls and readiness for audits.

• Excellent skills in guiding users, translating technical concepts, and aiding stakeholders in selecting suitable tools.

• Proven ability to work effectively across scientific communities, technical teams, and organizational stakeholders.
