Homeless Services, Coordinated Entry System Manager

📋 Description

• Provide leadership, oversight, and operational management for a Continuum of Care's Coordinated Entry System.

• Ensure compliance of the CES with HUD requirements, CoC policies, and community standards.

• Lead the implementation of CES by translating policy into practice and ensuring consistent execution among participating providers.

• Supervise direct reports as well as personnel from CES-participating agencies.

• Act as the primary operational liaison between the CoC and housing providers involved.

• Implement CES assessment tools, prioritization policies, referral processes, workflows, eligibility requirements, and matching protocols.

• Build and maintain relationships with stakeholders, community partners, and service providers.

• Stay informed about community-based housing resources and ensure accurate, timely referrals.

• Drive continuous quality improvement initiatives aimed at enhancing effectiveness, efficiency, and equity.

• Facilitate meetings among providers, case conferencing sessions, operational workgroups, and implementation committees.

• Address partner concerns regarding referrals, prioritization, eligibility, workflows, and housing placement.

• Develop communication strategies to enhance provider participation and improve CES performance.

• Oversee the monitoring of CES data quality and HMIS data entry.

• Analyze operational performance data, report findings to the CoC, and create improvement plans.

• Monitor system performance indicators and identify necessary policy changes and process enhancements.

• Bachelor's degree in Human Services, Public Policy and Administration, Business, Social Work, or related fields; equivalent experience may be considered.

• A Master's degree is preferred.

• A minimum of 5 years of experience in homeless services, coordinated entry, supportive housing, housing navigation, or homelessness system operations.

• Demonstrated ability to manage teams, support professional development and growth, and ensure appropriate supervision.

• Solid understanding of the Continuum of Care program and HUD Coordinated Entry Requirements.

• Experience in managing multi-agency initiatives and stakeholder partnerships.

• Familiarity with HMIS or similar data systems and data-driven program management.

• Strong skills in project management, facilitation, problem-solving, and organization.

• Understanding of the McKinney-Vento Act, CoC and ESG programs, and other federal housing and services programs.

• Ability to prioritize and manage multiple tasks in a fast-paced, dynamic environment while meeting strict deadlines.

• Experience in interpreting data and analytical reports, recognizing policy implications, and presenting recommendations to executive leadership.

• Background in managing compliance monitoring and performance improvement initiatives.

• Experience in developing Coordinated Entry policies, procedures, and quality assurance frameworks.
