Homeless Services, HMIS Manager

This is a fully remote position, open to applicants in California.

📋 Description

• Oversee the daily execution of HMIS operations to guarantee reliability, efficiency, and quality.

• Ensure that data projects, reports, analytical deliverables, system enhancements, upgrades, and feature releases are completed on schedule, within scope, and budget.

• Develop and implement processes and procedures to maintain system performance, availability, and data quality.

• Address complex technical and operational challenges with the HMIS vendor and cross-functional teams.

• Ensure proper implementation of HUD HMIS requirements and CoC HMIS policies and procedures.

• Collaborate with CoC HMIS and data leadership, vendors, technical support teams, and both internal and external partners.

• Review reports from funders and policymakers for data quality, compliance, and usability.

• Convey technical concepts effectively to both technical and non-technical stakeholders.

• Work alongside HMIS participating agencies and cross-functional partners.

• Manage and mentor data analysts, system administrators, quality assurance specialists, and technical specialists.

• Align CoC and organizational strategies with the priorities of the HMIS team.

• Provide coaching, constructive feedback, and development planning.

• Cultivate a high-performance, inclusive, and collaborative team culture.

• Ensure effective resource allocation and workforce planning.

• Monitor system performance and identify opportunities for optimization.

• Deliver leadership updates on vendor performance, HMIS participation, data quality, and performance metrics.

• Support adherence to organizational compliance standards and best practices.

• Eliminate operational barriers and enhance coordination across teams.

• Propel continuous improvement in processes, tools, and workflows.

⛳️ Requirements

• Bachelor’s degree in Data Analytics, Computer Science or Information Systems, Public Policy and Administration, Business, Planning, or a related field; a master’s degree is preferred; equivalent experience may be considered.

• Professional experience with HMIS and homeless services data systems.

• Comprehensive understanding of HMIS software requirements.

• Demonstrated ability to manage professional teams and achieve operational or technical results.

• Strong grasp of data systems, operations, and technical environments.

• In-depth knowledge of project management methodologies pertinent to software development and the data management lifecycle.

• Experience in tackling complex problems in data or system-related situations.

• Proficiency in interpreting data and analytical reports, identifying policy implications, and formulating and presenting recommendations to executive leadership.

• Familiarity with HMIS governance, policy, and administration.

• Ability to implement long-term strategies through short-term operational and tactical actions.

• Experience in training delivery and technical support.

• Understanding of the McKinney-Vento Act and regulations governing CoC and ESG programs as well as other federal mainstream housing and service programs.
