This is a fully remote position, open to applicants in United Kingdom.
• Take ownership of Skylo’s IPX, hubbing, and clearing-partner ecosystem.
• Oversee contracts, operating cadence, service performance, escalation paths, and redundancy strategy.
• Cultivate and manage relationships with international roaming partner operators throughout the entire agreement lifecycle.
• Supervise international connectivity and signaling providers, which includes selection, contracting, and SLA monitoring.
• Handle data and financial clearing houses and hub providers, focusing on billing, disputes, and reconciliations.
• Coordinate the initiation and testing of new roaming partnerships.
• Manage operator data and documentation exchanges, including TAP/RAP, NRTRDE, RAEX, and associated clearing and reconciliation processes.
• Negotiate, draft, and uphold agreements while managing the signing and updating processes.
• Analyze roaming traffic, quality, revenue, cost, and margin.
• Develop optimization strategies for tariffs, steering of roaming, and fraud management.
• Ensure adherence to GSMA standards, EU roaming regulations, and relevant local laws.
• Collaborate with Network, IT/BSS, Finance, Legal, Wholesale, and Marketing teams to deliver and enhance the service.
• Work in collaboration with global teams across various time zones.
• Participate in international industry events and working groups.
• A minimum of 10 years of experience in a roaming/wholesale roaming role within a mobile operator or at a hub/IPX provider.
• Proven track record of directly managing relationships with international operators and carriers.
• At least 10 years of experience in carrier interconnect, wholesale roaming, IPX/GRX, telecom vendor management, or a closely related field.
• Senior-level ownership of strategic suppliers and intricate partner relationships.
• Extensive knowledge of the international roaming business, including commercial models, value chain, tariff mechanisms, steering, settlement, and clearing.
• Comprehensive understanding of GSMA standards and procedures: RAEX/IR.21, AA.12, TAP/RAP, NRTRDE, BCE, IREG, and TADIG processes and workflows.
• Strong grasp of 2G/3G/4G/5G architectures and roaming network components including HLR/HSS, UDM, MSC, SGSN/GGSN, MME, S/PGW, UPF, SMF, DRA, and STP.
• Proficient knowledge in SS7/MAP and Diameter signaling, GT/point-code and realm routing, DEA/STP, DNS, and IPX interconnect operations.
• Solid understanding of SMS interworking, VoLTE roaming (S8HR/LBO), and 5G roaming (SEPP).
• Familiarity with supporting BSS/OSS systems such as mediation, rating/charging, wholesale billing, clearing systems, TAP processing, fraud management, and steering systems.
• Proven ability to negotiate complex telecom agreements, pricing models, service levels, credits, and manage executive escalations.
• Strong analytical and coordination capabilities.
• Fluency in English, both written and spoken, is essential.
• Willingness to travel internationally and participate in industry events and working groups.
• Preferred experience with NTN, NB-IoT, IoT roaming, or rapidly scaling multi-MNO networks.
• Familiarity with GSMA processes and signaling or network visibility platforms is a plus.
• Experience with Jira, Confluence, Slack, partner portals, and operational scorecards is preferred.
