This is a fully remote position, open to applicants in California.
• Oversee and direct Digital T&E prototype initiatives from defining problems and conducting market research to executing pilots, evaluating users, and facilitating transitions.
• Convert military T&E workflows, capability assertions, operational requirements, and program decisions into software specifications, user narratives, integration criteria, acceptance standards, and measurable pilot results.
• Design and assess comprehensive T&E workflows that encompass requirements, mission and systems engineering, modeling and simulation, test planning, execution, data collection, analysis, reporting, and decision-making support.
• Establish Measures of Performance, Measures of Effectiveness, testing goals, data needs, evidence standards, and suitable modeling, simulation, laboratory, cyber, and physical-range testing.
• Act as a technical integrator across various Digital T&E tool categories, including MBSE, DevSecOps/CI/CD, modeling and simulation, test planning, risk management, test execution, monitoring, analysis, visualization, reporting, and data governance.
• Create and validate digital-thread concepts that link authoritative data and artifacts across engineering, testing, and assessment tools.
• Coordinate the integration of commercial software into defense RDT&E infrastructure, which includes cloud and edge environments, networks, classified/unclassified enclaves, cybersecurity, identity and access management, data security, interoperability, and accreditation.
• Identify and address technical challenges related to APIs, data schemas, metadata, containerization, software deployment, network connectivity, data federation, tool interoperability, and legacy systems.
• Collaborate with Government testing organizations, program offices, users, data owners, security teams, software vendors, and infrastructure providers to develop pilot architectures and execution strategies.
• Perform technical due diligence on commercial software and emerging T&E technologies.
• Form and lead teams composed of Government and commercial personnel to prototype, integrate, test, and assess Digital T&E solutions.
• Generate executive-level presentations, testing concepts, pilot strategies, integration roadmaps, decision documents, and technical documentation.
• Engage stakeholders to identify issues and stay informed on advancements in digital engineering, test automation, AI-enhanced T&E, data engineering, simulation, digital twins, software assurance, and test-management technologies.
• Support demonstrations and limited user tests; establish success criteria and gather both quantitative and qualitative data.
• Develop reusable T&E templates, reference workflows, data standards, and interoperability frameworks.
• Identify dependencies and approval processes, including cybersecurity/RMF, cloud and network hosting, data classification, software deployment, spectrum, and range limitations.
• Bridge the gap between test practitioners and software teams while ensuring rigor, traceability, configuration management, and evidentiary standards are maintained.
• Operate under the Test & Evaluation / Strategic Integration leadership with independent judgment and close collaboration with Government and commercial stakeholders.
• A minimum of five years of directly relevant experience in defense Test & Evaluation, systems engineering, digital engineering, software-intensive acquisition, or a closely related national-security technical field.
• Proficient understanding of the defense T&E lifecycle, which includes test strategy, developmental and operational testing, test planning and execution, MOPs/MOEs, risk management, data collection, analysis, reporting, and the role of modeling and simulation in comparison to physical testing.
• Proven knowledge of one or more Digital T&E / digital engineering areas such as MBSE, mission engineering, modeling and simulation, digital twins, test management, DevSecOps/CI/CD, automated testing, data orchestration, data analytics/visualization, AI/ML, or digital-thread architectures.
• Demonstrated capability to comprehend and manage software integration in defense contexts, including APIs and data interchange, cloud and edge deployment, containerized applications, government networks, cybersecurity/RMF and ATO processes, identity/access controls, CUI and classified data management, and compatibility with legacy systems.
• Strong systems-thinking abilities and the aptitude to convert operational and test-user challenges into technically actionable software specifications and pilot architectures.
• Experience collaborating across Government program offices, testing organizations, engineering departments, operational users, and commercial technology firms.
• Solid engineering knowledge in a relevant field such as Systems Engineering, Software Engineering, Computer Science, Data Science, Electrical Engineering, Aerospace Engineering, Cybersecurity, or a related technical domain.
• Proven ability to lead diverse, cross-functional project teams and manage multiple technical workstreams with minimal oversight.
• Exceptional executive writing, presentation, stakeholder management, and technical communication skills.
• U.S. Citizenship is required.
• A Secret security clearance is required; the ability to obtain and maintain TS/SCI eligibility is preferred.
