Technical Lead

This is a fully remote position, open to applicants in Maryland.

📋 Description

• Oversee the technical execution of software delivery workstreams alongside project managers, product owners, business analysts, developers, QA analysts, architects, and DevSecOps personnel.

• Provide daily technical guidance to developers, ensuring that delivery commitments are fulfilled.

• Convert business requirements, user stories, and technical specifications into design and implementation directions.

• Prioritize technical tasks, identify dependencies, manage technical risks, and resolve obstacles to delivery.

• Communicate technical progress, risks, trade-offs, and recommendations to project leadership and stakeholders.

• Direct solution architecture for cloud-based applications, APIs, integrations, and data-connected systems.

• Define and document architectural decisions, design patterns, technical methodologies, interface specifications, and implementation standards.

• Ensure that solutions are secure, scalable, maintainable, testable, and compliant with federal client requirements.

• Assess technical options and articulate their benefits, risks, constraints, and trade-offs.

• Assist in system design across presentation, application/API, and data layers.

• Advocate for engineering best practices across design, development, testing, deployment, and support phases.

• Mentor developers in architecture, design patterns, coding standards, API design, cloud development, and troubleshooting.

• Review technical designs, documentation, and implementation strategies.

• Collaborate with QA and DevSecOps on automated testing, CI/CD, infrastructure-as-code, security, and release readiness.

• Provide hands-on development, API design, troubleshooting, technical documentation, or defect resolution as necessary.

• Develop or assess API specifications using Swagger/OpenAPI or similar tools.

• Occasionally support proposal, capture, prototype, corporate innovation, technical solutions, and presentation efforts.

⛳️ Requirements

• U.S. citizen or authorized to work in the United States.

• Must have resided in the United States for three of the last five years.

• Capable of obtaining a U.S. federal government client badge and Public Trust clearance.

• Bachelor’s degree in computer science, engineering, information systems, or a related technical field, or equivalent professional experience.

• Over 10 years of experience in software development, systems design, technical delivery, or solution architecture.

• Proven experience leading or providing technical direction to software delivery teams.

• Expertise in designing or delivering cloud-based applications, APIs, integrations, or data-connected systems.

• Familiarity with CMS programs or CMS-related federal health IT delivery environments.

• Experience in designing, developing, or delivering applications and services within AWS environments.

• Knowledge of REST APIs, API-first design principles, and Swagger/OpenAPI.

• Proficient understanding of relational databases, SQL, and application data integration patterns.

• Experience working in Agile delivery settings.

• Excellent written and verbal communication abilities.

• Strong analytical, troubleshooting, and technical decision-making capabilities.

• Preferred: experience within non-CMS federal health, public-sector, or federal contracting environments.

• Preferred: familiarity with federal security, lifecycle, accessibility, or compliance standards.

• Preferred: experience with DevSecOps, CI/CD tools, automated testing, infrastructure-as-code, or secure software delivery.

• Preferred: knowledge of GitHub, Jenkins, SonarQube, Snyk, JFrog Artifactory, Terraform, or similar tools.

• Preferred: experience with Redshift, Snowflake, Databricks, or similar platforms.

• Preferred: experience with proposal writing, technical solution narratives, prototypes, proofs-of-concept, or customer-facing technical presentations.

• Preferred: familiarity with human-centered design, product strategy, AI/ML, or emerging technology prototyping.
