Technical Advisor III – Outbreak Response

This is a fully remote position, open to applicants in United States.

📋 Description

• Contribute to the development of global strategies in health and outbreak response.

• Offer technical leadership and guidance for high-caliber health and outbreak response programs.

• Direct CRS's responses to health outbreaks and act as the main point of contact for initiatives operating in outbreak situations.

• Deliver strategic technical support to enhance program quality and project outcomes.

• Create, test, and expand effective methods that integrate health with other sectors.

• Provide operational health guidance to CRS personnel addressing public health outbreaks, which includes health education, pre-travel health briefings, health capacity assessments, medical incident management plans, and medical clearance evaluations.

• Assist with 24/7 health emergency and/or medical evacuation calls as required.

• Spearhead agency-wide outbreak response strategies, standards, tools, and best practices.

• Offer technical solutions and guidance to regional and country program teams.

• Aid in proposal development, project design, staffing, and strategic growth initiatives.

• Enhance capacity through learning strategies, training, workshops, conferences, mentoring, and coaching.

• Lead knowledge management and learning efforts, including the documentation and dissemination of successes, lessons learned, and evidence-based research.

• Represent CRS in regional and global settings and establish partnerships with organizations, donors, governments, and technical partners.

• Create health resources, preventive guidance, and educational materials.

• Assist with medical clearance evaluations, risk mitigation plans, and address staff medical needs.

⛳️ Requirements

• A Bachelor’s Degree in public health, epidemiology, nursing, medicine, or a related health field is required.

• An active clinical license is mandatory.

• At least five years of clinical experience in acute or primary care.

• A minimum of ten years of combined work experience in clinical and public health with increasing responsibilities.

• Three years of overseas experience in various regions as a technical advisor and/or program manager of a health or nutrition-related project with a health/nutrition component.

• Experience in developing and producing curricula, tools, and other resources that support nutrition interventions and programming.

• Proven experience in transferring knowledge to diverse audiences through training, mentoring, and both formal and informal methods.

• Familiarity with program monitoring and evaluation, including indicators, data collection tools and methodologies, data analysis, and data presentation.

• Experience representing an organization in meetings with donors, government officials, international NGOs, and local partners.

• Understanding of partnership principles.

• Strong grasp and application of technical principles in health and outbreak response.

• Knowledge of related disciplines for cross-sectoral approaches.

• A history of contributing to successful public health business development and securing donor funding.

• Ability to interpret evidence-based guidelines into staff health guidance and mitigation strategies.

• Proficiency in MS Office, web conferencing applications, information, budget management systems, and knowledge-sharing networks.

• Strong skills in relationship management, strategic thinking, analysis, problem-solving, and systems thinking.

• Exceptional written and oral communication, presentation, facilitation, training, mentoring, and coaching abilities.

• Willingness and ability to travel up to 30% of the time.

• Fluency in English is essential.

• Eligibility to work legally in the location of the position and successful completion of required pre-employment medical clearance.
