Technical Advisor II, MEAL Surge Support

This is a fully remote position, open to applicants in United States.

📋 Description

• Deliver technical support for MEAL both remotely and on-site to projects and country teams.

• Create or evaluate MEAL budgets, system frameworks, data collection instruments, data analyses, learning agendas, and assessments.

• Assist in business development, proposal formulation, project design, MEAL narratives, indicators, and MEAL Plans.

• Facilitate MEAL efforts in humanitarian contexts, including emergency deployments, MEAL systems, tools, reports, real-time evaluations, and after-action reviews.

• Aid sector-specific MEAL initiatives related to social cohesion, WASH, and youth.

• Support the design and execution of global awards on a temporary basis.

• Tailor and create digital data collection forms and data visualization techniques.

• Develop and implement MEAL strategies, standards, tools, and best practices in collaboration with partners, donors, and governmental bodies.

• Enhance the capabilities of staff and partners through learning strategies, training sessions, workshops, mentoring, and coaching.

• Contribute to strategies for influence and scaling, evidence production, and progress measurement.

• Maintain connections with donors, peer organizations, research institutions, and other entities.

• Engage in MEAL forums and coordinate with regional, country, sector, Program Quality, and Humanitarian Response teams.

⛳️ Requirements

• Bachelor’s Degree in international development, statistics, economics, or a related field.

• At least eight years of progressive work experience in international development and/or MEAL.

• Minimum of three years as a MEAL technical advisor and/or program manager.

• Experience working abroad.

• Proficient in project monitoring and evaluation utilizing both quantitative and qualitative methods.

• Skilled in developing indicators, data collection tools, methodologies, databases, data analysis, and presentation.

• Prior experience providing technical assistance and successfully contributing to proposals for external funding.

• Experience in both development and emergency program contexts.

• Demonstrated understanding and application of technical MEAL principles and concepts.

• Background in business development, particularly regarding MEAL components in project design and proposal writing.

• Excellent relationship management, influencing, mentoring, coaching, facilitation, training, strategic thinking, analytical, problem-solving, and systems-thinking abilities.

• Proficient in MS Office, including Excel, Word, PowerPoint, CommCare, KoBo or RedRose, web conferencing tools, information and budget management systems, and knowledge-sharing platforms.

• Strong verbal and written communication skills.

• Required fluency in written and spoken English.

• Willingness to travel up to 40% of the time.

• Legal eligibility to work in the location of the position.

• Pre-employment medical clearance is necessary for positions that require frequent travel or residence outside the home country.

• A Master’s degree is advantageous.

• Preferred experience with curricula, tools, evidence, knowledge transfer, statistical software, and PowerBI.
