Technical Advisor II, MEAL in Emergencies

This is a fully remote position, open to applicants in United States.

📋 Description

• Offer technical advice, guidance, and support on program design and execution, with an emphasis on Humanitarian Response initiatives.

• Participate in the development of organization-wide Humanitarian Response strategies, standards, tools, and best practices.

• Quickly deploy during emergencies to assist with funding proposals, MEAL system design and execution, indicator definition, data collection tools, data visualization, learning, reporting, real-time evaluations, and after-action assessments.

• Act as the MEAL lead during emergency responses when required.

• Provide remote and on-site support to regional and country program teams in the design and implementation of MEAL systems, tools, and processes.

• Aid in the development of proposals and emergency response strategies, including monitoring systems, indicators, and data collection methods.

• Counsel project teams on the incorporation of donor strategies, priorities, and technical specifications.

• Enhance Emergency MEAL systems, digital data collection and reporting tools, and data utilization strategies.

• Strengthen the capacity of staff and partners through learning strategies, training, workshops, mentoring, and coaching.

• Analyze program data, record lessons learned and best practices, assist with reviews and evaluations, and prepare both internal and external reports.

• Maintain relationships with donors, peer organizations, research institutions, and other partners; engage in Humanitarian Response forums.

• Take on supervisory responsibilities as necessary during deployments.

⛳️ Requirements

• Bachelor’s degree in international development, statistics, humanitarian response, or a related field.

• At least eight years of relevant international/humanitarian experience in an advisory or management capacity with increasing responsibilities.

• A minimum of three years in a MEAL technical advisor or MEAL manager role.

• Experience working internationally.

• Previous experience in providing technical assistance and crafting successful proposals for external donor funding.

• Familiarity with digital data collection systems, data quality assurance, data management, and visualization in humanitarian contexts.

• Proven application of technical principles and concepts in Humanitarian Response.

• Proficiency in MS Office, web conferencing tools, information and budget management systems, and knowledge-sharing networks.

• Experience in business development, project design, and proposal writing within Humanitarian Response.

• Background in mentoring, coaching, facilitation, and training using adult learning methodologies.

• Experience in program monitoring and evaluation, data collection tools and methodologies, data analysis, and data presentation.

• Skills and experience in networking and building relationships with donors, peer organizations, and faith-based civil society partners.

• Understanding of partnership principles.

• Strong skills in relationship management, analysis, problem-solving, systems thinking, written and verbal communication, presentation, facilitation, training, mentoring, and coaching.

• Proactive, resourceful, and results-oriented.

• Required languages: English and French.

• Must be willing and able to travel up to 50%, with the capacity to live and work in challenging environments.

• Must have legal authorization to work in the location of the position.

• Expatriate or frequent international-residence roles necessitate pre-employment medical clearance.

• Candidates should be citizens or permanent residents of countries where CRS operates.

• A Master's degree, along with knowledge of CommCare, Kobo, SAS, STATA, SPSS, and PowerBI, is preferred but not obligatory.
