Technical Advisor II – Child Protection and Care System Strengthening

This is a fully remote position, open to applicants in Maryland.

📋 Description

• Deliver technical leadership, advice, guidance, and support in the enhancement of child protection and care systems.

• Assist regional and Country Program teams in executing high-quality initiatives for at-risk children and families.

• Act as the project’s primary technical expert for the advancement of child protection and care systems.

• Formulate and execute agency-wide strategies, standards, tools, and best practices.

• Provide technical solutions both remotely and on-site for strategic planning, program design, and implementation.

• Lead technical methodologies, guidance, tools, and frameworks for strengthening child protection systems, reforming care, family care improvement, deinstitutionalization, gatekeeping, case management, enhancing social service workforces, and safeguarding systems.

• Enhance the capabilities of government institutions, faith-based organizations, civil society groups, and social service professionals.

• Contribute to the development of growth opportunities and the technical design of large or complex donor proposals.

• Create learning strategies, training curricula, technical guidance, workshops, mentoring, and coaching initiatives.

• Foster cross-country learning, knowledge management, and the sharing of best practices and innovations.

• Gather and assess program data, evaluate strategic projects, measure impact, document best practices, and produce technical reports and learning materials.

• Assist with milestone-based deliverables, technical verification, and adaptive management.

• Build and maintain relationships with donors, partners, peer organizations, research institutions, and other relevant entities.

• Engage in pertinent forums related to child protection, family care reform, safeguarding, and care system enhancement.

• Coordinate technical assistance with the Family Strengthening Technical Advisor II.

⛳️ Requirements

• A Bachelor’s degree in social work, Child Protection, International Development, Social Policy, Public Policy, Psychology, Sociology, Public Health, Human Services, Education, or a related discipline.

• At least eight years of relevant international work experience in an advisory or management capacity with increasing responsibilities, preferably in an international NGO.

• A minimum of three years of experience in supporting child protection system enhancements, family care reform, alternative care, safeguarding, or related programming.

• Previous experience in providing technical assistance and successfully developing proposals for external donor funding.

• Proven application of technical principles and concepts in areas such as child protection system enhancement, family-based care reform, safeguarding, alternative care, and social service workforce development.

• Proficient in MS Office applications, web conferencing tools, information and budget management systems, and knowledge-sharing networks.

• Background in business development, project design, and proposal writing, including technical documentation.

• Experience in mentoring, coaching, facilitation, and training grounded in adult learning principles and practices.

• Familiarity with program monitoring and evaluation, data collection, analysis, presentation, and utilization for decision-making.

• Strong networking skills and experience building relationships with donors, peer organizations, and faith-based civil society partners.

• Excellent relationship management skills with the ability to influence individuals not under direct supervision across diverse geographical and cultural contexts.

• Strong strategic, analytical, problem-solving, and systems thinking abilities.

• Exceptional written and verbal communication skills.

• Proficient presentation, facilitation, training, mentoring, and coaching capabilities.

• Fluency in English is required.

• Ability to legally work in the location where the position is based.

• Candidates needing residence or frequent travel outside their home country must pass pre-employment medical clearance.
