Team Leader – Policy Reform Facility

This is a fully remote position, open to applicants in Zambia.

📋 Description

• Provide strategic leadership and overarching guidance to the Zambia Policy Reform Facility.

• Serve as the primary liaison with BHC Lusaka, offering strategic counsel on reform opportunities, risks, and priorities.

• Conduct political economy analyses to uncover opportunities for policy and institutional reform.

• Establish and nurture trusted relationships with government entities, civil society, the private sector, and development partners.

• Spearhead coalition-building efforts and influence to foster consensus and promote reform.

• Oversee an adaptive portfolio of technical assistance and expertise, ensuring interventions are evidence-based, responsive, and aimed at sustainable, system-level change.

• Lead and manage multidisciplinary teams, ensuring effective delivery, learning, and adaptation.

• Contribute to the objectives of BHC Lusaka regarding economic growth, poverty alleviation, and resilience to climate and other shocks.

⛳️ Requirements

• Extensive senior-level experience in leading complex development, governance, or policy reform initiatives.

• Strong grasp of Zambia’s political, economic, and institutional landscape.

• Proven experience in navigating politically sensitive and rapidly evolving environments.

• Strong capabilities in political economy analysis, stakeholder engagement, coalition building, and influence.

• Demonstrated experience in managing adaptive programs and multidisciplinary teams.

• Experience in providing strategic advice to senior government officials, donors, or development stakeholders.

• Excellent strategic, analytical, communication, and relationship management skills.

• Relevant postgraduate qualification or equivalent professional experience in development, public policy, economics, governance, or a related discipline.

• Proficient in written and spoken English.
